Job Description: 
Minimum Requirements:

Bachelor Degree in Engineering, Environmental Science, or related degree and a minimum 8 years of experience. URS is looking for motivated, team-oriented individuals to be part of our expanding Environmental Compliance Division as an Air Quality Compliance Specialist. The ideal candidate will have relevant experience in one or more of the following, air quality (including air dispersion modeling), greenhouse gas estimation (stationary, area and mobile sources), well as good interpersonal and organizational skills, strong Microsoft Office skills (i.e., Word, Excel, Access), and good technical writing skills. Must have basic understanding of California and Federal regulations regarding air, water and hazardous waste.

Certified Permitting Professional with the South Coast Air Quality Management District.

Must have working understanding of current air emissions calculations, and California and Federal regulations, air district permitting, and NSR (New Source Review).

This position requires successful completion of the URS Project Management Certification program within 6 months of hire. This certification program is a series of learning modules and is available on-line through the URS Learning Management System at no financial cost to the employee.


Job Description:

The URS Santa Ana office needs an Environmental compliance lead to perform California and federal regulatory analysis. This engineer/scientist will work with teams to prepare applications, emission inventories, and provide compliance support. To perform these tasks, field work will be required at client sites to verify emission sources. The engineer / scientist will conduct analyses to evaluate the air quality impacts for any source(s) of pollutant emissions, i.e., industrial, utility, commercial, institutional, and transportation activities. Specific tasks include development of quantitative emissions estimates, greenhouse gas emission inventories, application of various standard computer models to calculate emissions or air quality and health risk impacts of emissions, as well as documentation of these activities in technical reports.

Other requirements of the position include:
• Prepare permit applications for submittal to southern California regulatory agencies including SCAQMD, SBAPCD, SDAPCD, and SJVAPCD.
• Managing and mentor staff that would work on air quality compliance projects.
• Supervised marketing and business development related to air quality consulting services.
• Establish and maintain client relationships for yourself and project managers you are working with.
• Project manager for air quality permitting and compliance projects.
