Minimum Requirements:

BA Bachelor’s degree and a minimum of 15+ years environmental planning experience with five years supervisory experience. An individual consultant who is a recognized leader and authority in CEQA and NEPA with the ability to:

• Lead develop of all sections and in-depth technical reports to comply with federal, state and local guidelines (e.g., EA, EIS, EIR).
• Plan, coordinate, develop, and monitor projects to completion.
• Work with multiple teams to pursue, manage and deliver projects.
• Establish, promote, and ensure quality on all projects and work performance.
• Prepare and implement business development programs.
• Assist in preparing and executing a sales plan, as well as in the development of new business through strategic marketing.
• Participate in business development activities, including planning, scheduling, client relations, marketing, proposal preparation and presentations.
• Maintain professional relations and contacts with clients, peers and competitors.
• Present and explain proposals, reports, and findings to clients.
• Consult or negotiate with clients to prepare project specifications.


Job Description:

This is a critical position in the URS Oakland office. URS is searching for a senior CEQA/NEPA practitioner with knowledge of a diverse client base, including federal, state, municipal and private sectors. The position requires the ability to establish and maintain client relationships and develop sufficient new business to support a large practice. The selected applicant will be expected to meet the following responsibilities and objectives:

• Manage a key practice area in a large environmental planning division of the largest URS office in California (primarily focused on large CEQA projects).
• Deliver management expertise to staff in multiple environmental disciplines. Manage team leaders and section leaders and help them adjust workloads and schedules to balance project requirements with available resources.
• Serve as a lead office subject matter expert for all things CEQA. Provide skilled technical support to team leaders and Project Managers to help them achieve project responsibilities.
• Cultivate clients, develop proposals and deliver new projects to support other senior and junior staff members. Lead a large group to deliver on financial and sales goals at the "practice area level", which rolls up to the overall profit/loss results of the office.
• Set strategy/direction, planning, organizing, controlling, reporting and leading at "practice area level".
