Minimum Requirements:

Bachelor’s Degree and at least 7 years of progressive related experience is required. Additional related experience may substitute for education. Knowledge of Budgeting and financial management for DoD acquisition programs required. Marine Corps and Major Defense Acquisition Program (MDAP) experience highly desired. Experience with PRBuilder, USMC Standard Accounting, Budgeting, and Report System (SABRS), Contract Funds Status Report (CFSR), and Earned Value Management System (EVMS) is a plus. Good written communication skills; working knowledge of word processing and integrated software office applications; organizational skills and ability to perform detail oriented work are required. Position may require limited travel.

Position requires the ability to obtain and maintain a Security Clearance. Current clearance is highly desired.


Job Description:

URS is seeking Sr. Marine Corps Financial and Business Analyst to support PEO Land Systems (PEO LS) and Marine Corps Systems Command (MCSC) Tactical Vehicle Programs. Selected candidate will be responsible for interfacing with acquisition, business, logistics, and other staff members and technical professionals in the writing, editing and publication of various types of documents and reports (e.g., programmatic, financial, metrics, and reports); provides oversight of in-house reviews of the Procurement Funding Request (PFR), Funding Action Request (FAR), spend plan monitoring and maintenance, and funding procedures. Organizes and assists with the update and maintenance of current programmatic cost data and prepares future cost data with respect to Funding Documents. Provides Business Analyst and MS Project based Task Scheduling support. Supports the Customer Tactical Vehicle Program by collating, consolidating, editing, and submitting various management reports (e.g. Bi-weekly and Monthly). Supports the Customer Tactical Vehicle Program Director and Management Analyst by collating, consolidating and editing, weekly functional, historical and planning inputs from multiple Government personnel into reports, as required.

Collects and analyzes performance data; assesses and quantifies cost / schedule/ technical status and risk; evaluates trends, and projects cost completion estimates. Participates in program management reviews and financial administration meetings. Prepares and coordinates inputs for acquisition documentation, status reports, briefings, and information inquiries. Conducts technical evaluation of cost proposals, including fact finding, cost / technical trade-off analyses and evaluation report writing. Prepares independent cost estimates to support evaluation of alternatives, including development of cost and operational effectiveness analyses, and Bottom-Up / Top-Down cost estimates. Serves as liaison to prospective/ prime contractor finance / accounting personnel. Conducts special studies and evaluations.

Identifies and assists with correction of programmatic documentation and cost data issues, as they arise; provides final quality assurance checks of deliverable costing documents; utilizes appropriate computer software applications to create and produce programmatic logistics documents. Investigates and implements best practices to produce documentation electronically; provides senior-level technical writing / editing support; supports the classification, indexing, cataloging and storage of books, periodicals, papers, microfilms, classified reports and documents stored on various media, including electronic; advises and mentors personnel assigned to documentation functions.

Creates spreadsheets based on Customer requirements using MS Excel and project management plans and schedules using MS Project. Collects, collates and combines into spreadsheets for submittal response comments, actions and issues for programmatic cost and financial data from product developers, engineers, logisticians, and support personnel. Assures Government cost data and financial reports are provided on or prior to, the respective due dates through the use of continuous communication and coordination with the lead reviewers. Ensures spreadsheets for status tracking are updated with the most current information. Correlates programmatic data and provides updates to test engineers and logisticians. Updates customer metric slides for daily / weekly / monthly IPTs / WGs and provides other technical / financial support as needed.

Prospective candidates will have demonstrable aptitudes and abilities to: provide programmatic, financial, business, and technical support that fits customer requirements; identify and define programmatic, financial, business, and technical issues and risks and present them to appropriate Government, or prime contractor, group for resolution; manage the data transfer process between prime contractor and Government engineers and logisticians.

This position is contingent with anticipated work start in April 2012
