Bachelor's degree and at least 7 years of related experience is required. Additional related experience may substitute for degree requirement. Prospective candidates will have demonstrable aptitudes and abilities to: perform system/ subsystem BCAs, working independently, and/ or with another business case analyst. Experience with USMC, or other Service, armored ground and/ or amphibious tactical vehicles business case analysis; using Logical Decision for Windows®, is preferred. Experience providing technical support and information analysis to engineers, logisticians, subject matter experts and working groups, and/ or Integrated Product Teams (IPTs) within a DoD MDAP program environment is desired. Good written communication skills; working knowledge of word processing and integrated software office applications; organizational skills and ability to perform detail oriented work are required. Position may require limited travel.

The position will require ability to obtain and maintain a security clearance. Current clearance is desired.


Job Description:

URS is seeking senior level Marine Corps systems Business Case Analyst (BCA) to support PEO Land Systems (PEO LS) and Marine Corps Systems Command (MCSC) tactical vehicle programs. The selected candidate will be responsible for comprehensive business case analysis (BCA) of tactical vehicle program requirements, engineering and vendor proposed designs; in coordination with program design / performance requirements / cost allocations. Under the guidance of the Project Manager, responsible for providing leadership in the performance of technical tasks, coordinating the use of resources to accomplish objectives, ensuring the quality and content of technical products, and providing expert decision support.

For USMC PEO Land Systems (PEO LS) and Marine Corps Systems Command (MCSC) tactical vehicle programs, responsible for performing empirical business case analyses and reviews of tactical vehicle program commonality approaches to reduce Operating and Support (O&S)) Costs and improve efficiencies in systems and subsystems integration of disparate platforms. It is envisioned that the Systems Integration and Commonality BCA will collaborate closely with assigned PMs, Engineering and Systems Engineering directors. The Commonality BCA would also include involvement with industry to research and place in motion Industry "Best Practices" leading to procurement through Government Furnished Equipment (GFE); Directed Buys, and or other innovative Commonality implementation methods.

The successful candidate will possess comprehensive knowledge and abilities to synthesize BCA findings into actionable recommendations, as required. Responsible for drafting BCA templates; bi-monthly development of a preliminary series of BCA(s), with approved templates and approaches, for: auxiliary power units, remote weapons stations, electronic architecture, armor and survivability systems, fire control systems and processors, modular sights, displays, suspension systems, damping controls, engine/ power-plant, navigation system, inter-crew communications, driver controls, automatic fire-suppression systems, diagnostics, software, and seating.

Key competencies include: the ability to synthesize proposed solutions for program requirements into assessable like items, communicating with positive impact, creating an inclusive environment, delivering customer value, driving execution, and being accountable. This position reports to the support services Functional/ Program Support Lead located in Stafford, VA. Plans, directs, reviews and coordinates preparation of BCA documentation to ensure USMC, customer and contract requirements are met. Creates spreadsheets based on Customer requirements using MS Excel. Collects, collates and combines into spreadsheets for submittal response, comments, actions and issues for programmatic cost and financial data from product developers, engineers, logisticians, and support personnel. Ensures spreadsheets for status tracking are updated with the most current information. Correlates tactical vehicle programmatic business case data and provides updates to customers.

This position is contingent with anticipated work start in April 2012.
