Minimum Requirements:

Education: Bachelor's degree and at least 5 years of related experience is required. Additional related experience may substitute for degree requirement. Current USMC tactical experience is a plus. Must have a demonstrated ability to apply expert practices and procedures within the operational and organizational structure of the Marine Corps, provide technical direction to subordinate staff, provide professional findings of technical analysis in the form of reports and presentations, and to execute complex technical tasks. Must have excellent written communication skills and strong verbal and interpersonal skills; as daily interaction with all levels of management will be required. Must possess an understanding of military systems acquisition and fielding processes. Selected candidate must be a self-starter and able to work well, independently, with minimal supervision and broad direction. Must have the ability to work in a small, fast-paced organization; which will support tactical managers and analysts. Strong working knowledge of Microsoft Office applications is required. Progressive technical experience with life-cycle logistics management in support of the acquisition of USMC systems through a Major Defense Acquisition Program (MDAP) is preferred.

Work Experience Field: Effective written and oral communication skills; working knowledge of acquisition logistics, and equipment fielding and life-cycle support, word processing and integrated software applications; and ability to perform detail-oriented work are required. Progressive technical experience with end/line item equipment, components and parts management in life-cycle support of the acquisition and fielding of anti-armor weapon systems through a DAP.

Expertise in Acquisition Logistics and proficiency in Marine Corps and DoD policies and processes that support the fielding process desired. Candidate must also possess strong communication skills, working knowledge of word-processing and integrated software applications, organizational skills, and ability to perform detail-oriented work. Position requires the ability to travel domestically and internationally. Position requires the ability to obtain and maintain a DoD Secret Security Clearance.

Position is contingent upon award of contract, with anticipated work start in 2nd Quarter Fiscal Year 2012.

This position may require travel up to 25%.

The position will require ability to obtain and maintain a security clearance. Current clearance is desired.


Job Description:

URS is seeking mid-level Marine Corps Acquisition Logistics Analyst(s) to support Marine Corps Systems Command (MCSC) weapon systems. This position will support program efforts with expert knowledge of USMC concepts of employment with applied logistics expertise to exploit commercial product capabilities and with all facets of technical assessment, program management, and support planning. This Acquisition Logistician will direct and coordinate integrated logistics support activities designed to provide effective and efficient life cycle support to equipment and systems; formulate customer program requirements from consideration of equipment design and other data and recommend appropriate program activities from concept evaluation through a product’s life-cycle.

The selected candidate will be responsible for conducting studies that support the analysis of alternatives and Courses of Action (COA); Business Case Analysis (BCA), Feasibility Studies, Market Research, Market Surveillance and Procurement Strategies. Assist in the development of various business analyses to include Cost/Benefit analysis (CBA), Life Cycle Cost Estimates (LCCE) and Program Objective Memorandum (POM) development. Possess experience in conducting logistics and cost analyses to support the PM in his ability to make informed decisions and support the development of logistics related documentation. This position will be performed under the guidance of the Project Manager, responsible for: performing technical tasks, coordinating the use of resources to accomplish objectives, ensuring the quality and content of technical products, and providing decision support. The selected candidate will demonstrate the ability to systematically identify and assess logistics alternatives (particularly for commercial and Non-Developmental Item products); the ability to analyze and resolve logistics deficiencies with fielded equipment; the ability to analyze systems for Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues and concerns; able to manage logistics throughout a system’s development and initial deployment cycles; and provide results from these actions to the PM Team for review and consideration in the development of an acquisition strategy.

This position requires comprehensively demonstrated experience in conducting logistics assessments of commercial product solutions; the validation of supportability impacts and the defining of test strategies in order to consider supportability as a complementary element to any product solution. This position also requires a demonstrated capability to review and vet program strategies through formal IPT’s and other SME forums to ensure suitability for use (e.g., safety, environmental); the ability to assess proposed Contractor Logistics Support strategies while ensuring the quality of all supporting logistics documentation; experience in the development of technical manuals; training documents (i.e., Manpower, Personnel and Training (MP&T) Plans, Lesson Plans and other training related requirements); experience supporting the fielding of equipment to operational units during materiel fielding and initial training and experience in supporting equipment specialist requirements at Marine Corps Logistics Command, Albany, GA.

The successful candidate will possess the ability to track, process, produce and distribute deliverables and monitor comment on status; investigate reports of abnormal consumption of material and recommend corrective measures; recommend equipment modifications; prepare changes to update or revise technical manuals, technical instructions, and a variety of supplementary documents; review equipment performance against pre-defined standards and maintenance history; assist fleet users with maintenance support issues; assist in performing provisioning tasks to include management and updating provisioning data in MC Provisioning System (MICAPS, Subsystem 10 and Subsystem 09); collect, analyze, interpret and develop specialized information on equipment in support of life cycle management decisions; and determine element requirements with minimum supervision. Collaborate with customer(s) to define, coordinate and track the status of multi-disciplinary task(s) and provide advice on management and business element planning and implementation. Prepare program support documentation ensuring readiness for critical test events; support demonstrations and acquisition milestones; interface with Marine Corps operational and logistics units; and provide high-fidelity recommendations to project staff pertinent to mission effectiveness and course of action (COA) selection. Review program reports, technical papers, drawings, specifications, procedures, etc., and perform tests / evaluations and validations / verifications. Provide comments and consolidate and adjudicate comments from various organizations and prepare reports as required. Prepare program management correspondence (i.e., letters, memos and route sheets), design charts, spreadsheets, and Gantt charts and associated presentations and prepare analytical reports and meeting minutes as required.
