Job Description:  Purpose: 
Manage an effective and ISO compliant Quality Management System (QMS).

Positions Reporting to this Function: 
An administrative assistant with reach back capability to the Director of Quality for guidance and resources

Essential Duties and Responsibilities:
1.  Responsible for the planning, development, implementation, and management of a comprehensive, affordable, and effective OCONUS quality assurance program using the ISO 9000 principles.
2.  Work with IT to develop effective metrics and dashboards that will allow senior managers to provide viability of program operations.
3.  Supports two contract Quality Managers that report to their respective Project Manager in developing, implementing, and managing an automated quality program through the use of the program’s portal.
4.  Utilize quality and safety tools to provide recommendations for continuous process improvement to senior leadership.
5.  Ensure compliance with applicable federal and local laws, regulations, and standards including, but not limited to DOD, DOSI, OSHA, FAA, ISO, and ANSI
6.  Coordinate quality surveillance activities with outside agencies through senior management.
7.  Develop, implement, review, and update the Quality Manual, Quality Policy, Quality Objectives, and Operating Procedures.
8.  Constantly review key performance indicators and participate in corrective/preventative action.
9.  Develop, implement, and maintain a program of continuous improvement and quality related training.
10.  Develop and maintain programs supporting the involvement of the Government and employees in quality programs.
11.  Support customer evaluation programs and define procedures to be followed for each respective key process.
12.  Develop documentation such as Corporate Operating Procedures (COPs), Project Operating Procedures (POPs) and Work Instructions (WIs).
13.  Document and maintain records of the accomplishment of quality-related events.

Essential Knowledge, Skills and Abilities

Education:
1.  Baccalaureate degree or equivalent in a technical, scientific, or managerial field or equivalent experience.
2.  A Quality Certification as a Lead Auditor certified in one of the following disciplines preferred:
a)  Certified Quality Auditor (CQA)
b)  Certified Quality Engineer (CQE)
c)  Certified Quality Manager (CQM)
d)  Certification as a Six Sigma Black Belt preferred

Experience: 
a)  At least 10 years in the following:
1.  Quality Assurance / Quality Control
2.  ISO-9000
3.  Safety
4.  Environmental Compliance
b)  Three years in overseas contracting environment preferred.


Specialized knowledge and skills:
1.  A high degree of knowledge of military and/or Department of State quality practices, or commercial and federal quality systems such as ISO-9000
2.  In depth knowledge of environmental regulations
3.  In depth knowledge of Continuous Process Improvement (CPI) and Six Sigma and/or Lean Six Sigma control methods is desired
4.  Familiarity with Government supply chain management standards
5.  Ability to communicate fluently in the English language
6.  May be required to respond to a wide variety of operational circumstances, including extreme, weather conditions and rudimentary infrastructure
7.  Knowledge of various computer applications such as Microsoft applications (i.e. Excel, Word, PowerPoint, Access)
8.  Completion of certified/registered Internal Quality Auditor course.
9.  Graduate of a Quality Control Management Course is highly desirable.
10.  Certification/training in Six Sigma Body of Knowledge, Lean Enterprise, and/or Theory of Constraints is a plus.
11.  Knowledgeable in Quality Management Systems and initiatives
12.  Familiar with US Army maintenance and logistics programs.
13.  Possess basic statistical skills.

Work Environment and Physical Demands
1.  Ability to perform job duties efficiently and effectively during an 77 hour work week (7x11).
2.  May be required to push, pull, lift, and/or carry up to 30 pounds.
3.  Must possess a valid US drivers license.
4.  Must be able to obtain a US secret security clearance.
