Role Overview The BSII Ethics and Compliance (E&C) Manager is responsible for developing and managing an effective compliance and ethics program designed to ensure the company's business is conducted in compliance with all applicable laws and regulations and company policy and that behavior in the organization meets the company's standards of ethical conduct. The BSII E&C Manager advises senior BSII management on matters relating to the company's compliance and ethics program. The BSII E&C Manager monitors the performance of the BSII/BNI compliance and ethics program on a continuing basis, evaluates its effectiveness and implements improvements as required.
This position is located in Frederick Maryland, however there is a planned office move as early as the beginning of September, 2012.
Position Responsibilities: · Assess the nature of compliance risks to the organization, prioritize those risks, and lead the implementation and improvement of a compliance program designed to minimize these risks. The ethics and compliance program will be designed to ensure that the organization's behavior is in compliance with the company's policies and applicable law. · Direct and oversee the institution of an effective communication program for the organization to heighten awareness of ethics and compliance and management's commitment to ethical business practices and of employee's obligation to comply with the company's ethics and compliance program. · Serve on the Bechtel Group Inc. Compliance Committee and provide input to oversight and review of the auditing, training and compliance activities in the Company's significant compliance risk areas consisting of: governmental contractor compliance, anti-boycott, ES&H, anti- bribery-FCPA, employment/HR, political activities/lobbying, and financial accounting/record-keeping. · Report to the BSII and BGI Audit Committees (as necessary) on BSII ethics and compliance activities and the effectiveness of the ethics and compliance program. Recommends any actions needed to improve the program. · In conjunction with the Chief Ethics and Compliance Officer, periodically review and update the Code of Conduct. The E&C Manager is responsible for ensuring other related BSII policies are accurate, current and relevant. · Maintain BSII ethics and compliance website which identifies individuals who are available to provide advice and direction in various compliance areas; provide information related to the BSII E&C program and the various compliance areas; provide ready access to the Code of Conduct and related policies and advise how to raise questions and concerns. · Keep abreast of developments with regard to ethics and legal/regulatory compliance programs for matters relevant to the organization, including maintaining active memberships in relevant industry organizations (such as the Ethics Officer Association, etc.) · Conduct ethics and compliance investigations and training. · Keep abreast of legal/regulatory developments and trends for matters relevant to the organization and implements program enhancements as needed. · Work with the BSII Functional Managers and company subject matter experts to develop an effective compliance training program, including introductory training for new and transferring employees into the organization as well as ongoing training for current employees and managers. · Advise senior management on matters relating to organizational compliance and ethics in their areas of responsibility and keeps them informed on the operation and progress of compliance efforts. · Manage the review of policies, instructions and procedures and provides strategic direction for their revision, where necessary, to assure they provide adequate guidance and establish an adequate framework of internal controls. · Conduct trend reviews on ethics and compliance activities within the organization and provide reports to keep senior management informed of the operation and progress of ethics and compliance efforts.
Basic Qualifications · Bachelors Degree with 15 years progressive professional experience related to auditing, accounting and financial management, law, engineering or similar with a minimum of 5 years in ethics and compliance program development and implementation for a major government contractor or corporation. · Must have the right to work and remain in the United States without sponsorship.
Additional Information : Minimum Qualifications: · Ability to communicate in clear and concise terms, both in written and oral communications, and experience in public speaking and business presentations. · Excellent analytical skills and judgment in identifying and handling sensitive situations and accomplishing desired results. · Extensive report and policy and procedure development experience · Ability to organize and analyze data and information gathered to support investigative findings · Advanced knowledge of CAS, FAR or GAAP standards and principles · Broad understanding gained through professional work experience of the administrative control systems used by the various organizations.
Preferred Qualifications: · Bachelor’s degree in law, finance, accounting, business or engineering · Proficiency in government contract ethics and compliance requirements - Demonstrated leadership skill and reputation for integrity, good business judgment and perseverance · Comprehensive understanding of compliance and ethics requirements in a broad array of areas impacting the business including financial controls, FCPA, exports and sanctions, government contracts, environment, health and safety. · Working knowledge of Microsoft Office Suite · Knowledge of Bechtel's policies and procedures preferred
