Job Description: 
Minimum Requirements:

• Bachelor’s degree in Construction Management, Architecture, Engineering or related field or equivalent practical experience.
• 10 years experience in managing projects in the $35M and above range as a Construction Manager or Project Manager.
• 5 years experience on California hospital and healthcare projects and / or hospital related utilities.
• Ability to organize and manage project team including owner, hospital staff and designers
• Thorough knowledge of engineering and construction principles, practices and procedures, applicable laws and government regulations, principles of management and supervision and procedures and policies of departments and facility.
• Experience with electronic project control and scheduling systems
• Experience in/ with:
1. Working in and around “live” hospital buildings
2. Hospital Utilities and Central Plants
3. OSHPD
4. Coordinating Methods of Procedure for the work with operating hospital facility staff
• Excellent management skills
• Demonstrate proactive problem solving skills
• Strong customer service skills
• Excellent communication skills (written and verbal)
• Experience in the public contract code arena
• Experience in human resource issues and staff management
• Ability to maintain organization in a changing environment
• Exhibits leadership, initiative, responsibility and flexibility

Job Description:

Management and Contract Administration
• Supervise and coordinate projects involving construction, alteration or large scale repair of buildings and structures.
• Provide supervision, coordination and inspection of work in progress for compliance with plans, codes, and standards and for compliance with schedules and deadlines.
• Schedule and coordinate all construction processes, including the selection, hiring of staff.
• Define and implement construction phase communication procedures requirements.
• Develop a checklist for contract deliverables and monitor contractor compliance with contract requirements.
• Develop and implement a Construction Management Plan and procedures
• Conduct weekly meetings to confirm progress, review issues and actions, quality and safety, and resolve questions.
• Obtain all necessary permits and licenses,
• Define jobsite MIS and document time, cost and quality systems; procedures for processing of information
• Establish procedures, document and log all RFI/Clarifications received from the contractor and the related response by the A/E.
• In conjunction with the architect, work closely with the general contractor and Client’s Facilities Operations to implement Commissioning requirements included in the contract documents.
• Coordinate and expedite as-built submittals and transmit to the AE/ Client
• Document submission, collection and assembly of operating and maintenance information.
• Implement contract requirements relative to record document turnover and retention.
• Establish a tracking procedure for all closeout items.
• Implement and manage Occupancy/start-up requirements.
• Prepare a Final Acceptance Report and Recommendation for the client.
• Receive from the contractor, operation and maintenance manuals, warranties and guarantees for materials and equipment installed in the project, and coordinate reviews with the architect and the Client’s Facilities Operations
• Coordinate required equipment and operations training of Facilities Operations.
• Comply with URS accounting, contract and HR policies and procedures.
Cost Management
• Develop and implement an effective schedule of values for payments, change order control and evaluation system.
• Develop and implement an effective procedure for controlling, analyzing and evaluating cost of potential claims.
• Meet with the contractor on a monthly basis to review the contractor’s applications for payment.
• Review requests for changes to the contract time or price submitted by the contractor, assemble information concerning the request, analyze the project documents and project activities to determine the cause of the requests, and make recommendations with respect to acceptance or denial of the merit of the requests. Negotiate a change based on an independent estimate, if it has merit, and recommend a final price to the client.
• Manage material resources to obtain and use appropriate equipment, facilities, and materials needed.
• Maintain processes to track, project, and monitor costs in order to stay within project budget.
Time Management
• Conduct a detailed analysis of the contractor’s schedule to determine whether the proposed schedule can be realistically achieved and to assess the overall status. This should include a schedule impact determination of suspension of work, concurrent delays, compensable and non-compensable delays as well as a recovery schedule if it should be required during the course of a project.
• Conduct weekly schedule analysis of the contractor’s look-ahead.
• Define procedures for management of schedules to avoid risks.
• Administer and understand Float, its use and legal implications.
• Prepare and use of change order fragnets.
Quality Management
• Oversee the delivery of materials, tools, and equipment; supervisor worker productivity and safety; and manage the quality of construction.
• Monitor the project safety plans as well as implementation of safety plans for own employees as well as that of contractors’.
• Provide Field Inspection Services.
• Develop and implement the Construction Quality Control Plan (CQC)
• Define contractors’ responsibility for quality and identify when it is not being met, plus develop corrective procedures, and issue required notices of non compliance.
• Monitor Contractor compliance with the quality level expected for the project.
