Minimum Requirements:

Bachelor degree in Business or a related field and at least 5 years of related experience required. Additional related experience may substitute for education. Experience with USMC trainers, simulators, training aids/devices desired. Marine Corps specific experience preferred. Costing background required. Candidate must be a self-starter who can work independently. Excellent communication skills, organizational skills and ability to perform detail-oriented work are required.

Position may require travel.

Position will require the ability to obtain and maintain a Security Clearance. Current Clearance desired.



Job Description:

URS is seeking a Cost Analyst to provide support for acquisition of trainers, simulators, and training aids/devices for multiple USMC programs in Orlando, FL. Candidate will perform detailed cost estimating and analytical support to acquisition programs during all phases of the DoD acquisition process. The successful candidate will develop, analyze, and evaluate estimates applying advanced theories, concepts, principles and processes appropriate for Life Cycle Cost Estimating; develop effective cost estimating and analytical strategies; prepare appropriate documentation to support Milestone reviews, Planning, Programming and Budgeting System (PPBS) deliberations, and contract negotiations; perform cost analysis on various elements of contractor proposals to include the significant direct and indirect cost elements such as labor, material, overhead, general and administrative expenses, cost of money, etc.; develop and recommend cost/price objectives for negotiation; prepare comprehensive cost/price analysis of contractor proposals; and support Business Case Analyses, contract incentive fee period evaluations, programmatic what-if analyses, and should-cost analyses and other special studies as needed. Tasks may also include developing and/or updating Life Cycle Cost Estimates, Independent Government Cost Estimates, statements of work, performance work statements, and source selection plans.

Positions are contingent upon contract award, with work start April 2012.
