Minimum Requirements: • Bachelor’s degree in a related field or equivalent work experience.
Experience: • 15 or more years’ related experience in program management, office management and business development. • Minimum 6 years general business/administrative experience. • Masters degree in related discipline can substitute for 1 year of work experience. • PhD degree in related discipline can substitute for up to 3 years of work experience. • Or demonstrated equivalent combination of education, skills, knowledge, abilities and experience. • Excellent communication, efficient, interpersonal and organizational skills • Proficient business development, marketing, and sales skills.
• Ability to manage and or direct other managers in the use of project schedules. − Prior experience with financial metrics, staffing decisions, strategic planning with operation. − Working knowledge of diverse client base including federal, state, municipal and private sectors. − Ability to solve more complex people management problems/issues. − Ability to establish and maintain client relationships. − Effective communication skills (internal and external). − Ability to think proactively and manage VERY complex situations. − High degree of leadership skills.
This position requires successful completion of the URS Project Management Certification program within 6 months of hire. This certification program is a series of learning modules and is available on-line through the URS Learning Management System at no financial cost to the employee.

The Branch Manager is responsible for the day- to-day operations of their ‘team’* and will work with other Branch Managers, Regional Manager, Business Line Leaders and Senior Consultants on strategic planning and growth initiatives..
PRIMARY RESPONSIBILITIES: Technical • Serves as a technical expert for the team.
General Management • Implement the goals of the Branch Office consistent with the goals of the Central Valley and Northern California Regions. • Implement company growth strategies. • Recruit top-level staff for current and future projects. • Identify and mentor future Branch Manager. • Represent and advance URS in relevant industry associations. • Provides organizational leadership and direction for branch endeavors that reasonably balance short-term and long-term objectives, provides for business and personal growth, and furthers the reputation and image of IE as a top-tier provider of engineering and consulting services. • Responsible for the team management planning, organizing, controlling, reporting and leading. • Develops operating and growth plans including staffing. • Determines workload for their team, including short, medium and long term business goals and objectives. • Maintains effective communication with team members and clients to facilitate early warning of budget, billing or payment concerns, as well as to coordinate technical, marketing and administrative issues. • Communicates significant issues upward to the next line of management in a timely manner. • Identifies, analyzes and addresses the root causes of both personnel and project issues. • Tracks and reports on the team’s monthly financial performance, sales and backlog; may analyze and recommend corrective actions. • Prepares monthly financial reports and attend status meetings. • Reviews and submits for approval the team’s expenditures, including conference and professional activity approval requests. • Assists with the annual budget planning process, including development and projections of team’s metrics and requirements for growth. • Performs administrative functions such as reviewing and writing reports, approving expenditures, enforcing rules, and making decisions about the purchase of materials or services. • May develop and implement policies, standards and procedures for the technical work performed in the department, service, laboratory or firm.
Project Management • Plans, coordinates, develops, and monitors projects to completion. • Works with multiple teams to pursue, manage and deliver projects. • Establishes, promotes, and assures quality on all projects and work performance. • Proactively monitors projects to identify and address financial, safety and liability issues, as well as to ensure completion on schedule. • Identifies when project requirements exceed available technical skills or manpower capacity and develops plan of action with next level management to seek help from other work units, hire new staff, and/or subcontract work, etc. • Closely monitors and manages the team’s weekly sold time and direct labor to ensure goals are met. • May review and recommend or approve contracts and cost estimates.
HR • Interfaces and manages both in-house, temp agency, and subcontract staff. • Selects and hires staff. • Monitors performance of staff and provides mentoring and constructive feedback. • Conducts departmental meetings and evaluates work performance of staff. • Provide staff training. • Ensures staff meets safety and other IE mandated training requirements. • Provides staff evaluations and development plans. • Ensures appropriate staff obtains IE PM certifications.
Business Development / Client Management • Strategizes, prioritizes and tracks pursuit of new clients and project opportunities. • Prepares and implements business development programs. • Assists Business Line Managers in preparing and executing portion of their sales plan, as well as in the development of new business through strategic marketing. • Participates in business development activities, including planning, scheduling, client relations, marketing, proposal preparation, and presentations. • Maintains professional relations and contacts with clients, peers and competitors. • Presents and explains proposals, reports, and findings to clients. • Consults or negotiates with clients to prepare project specifications. • Understanding and compliance with IE’s Policies and Procedures.
