Minimum Requirements: • Minimum Bachelor's Degree or equivalent experience in Business/Transportation Management, Operations Analysis, or comparable emergency management or transportation related field • Valid driver's license required • Minimum 4 years of experience in supervising a diverse group of personnel in a highly stressful environment • Computer proficiency: Windows environment, Microsoft Office (Word, Excel, Power Point, Outlook); organized file management; strong public speaking and oral communication skills • Produce written documents with clearly organized thoughts using proper sentence construction, punctuation and grammar • Experience in supervising personnel in a Command & Control Center environment • Geographic familiarity with I-81 corridor with specific focus on the Northwestern Virginia area • Demonstrated understanding of Traffic Management Systems
NOTE: This position is designated as essential and, as such, all duties associated with this job are required during emergency situations which may include but are not limited to inclement weather, disaster response and emergency operations. VDOT/Contract Management will determine when essential positions are required. Valid driver's license is required. DMV records check by the Department is required. Criminal History Records Check and Fingerprint check is required. Job Description: • Responsible for all activities related to the day-to-day function of the Operations Group in conjunction with and under the direction of VDOT TOC management • Operational and administrative oversight of contracted operations staff consisting of Control Room Operators, Shift Supervisors, and Safety Service Patrollers • Assist VDOT and the contract Project Manager in the development of long and short range strategic operational plans • Assist Project Manager in Operations Group budget analysis • Responsible for maintaining established Operations Group staffing levels • Responsible for frequent and regular liaison with VDOT TOC management and other internal and external agencies, as appropriate, to ensure appropriate coordination for the safe, efficient conduct of Traffic Management System operations • Responsible for developing, maintaining and oversight of Operations Group personnel work schedules • Participate in meetings, seminars, conferences, and committees, as appropriate, to include operations related Post Incident Analysis / After Action Reviews • Provide accurate Operations Group performance metrics reporting - Participate in NWTOC operations analysis, including measures of effectiveness, patrol route designations, manning requirements, reporting criteria and methodology, and evaluation of traffic needs, trends, and response • Coordinate with contract Trainers for development of programs and training to enhance personnel job skills • Prepare correspondence, reports, policy and procedure recommendations, schedules, forms, presentations, training material, personnel management documentation, and electronic communications • Effect Operations Group status briefings to VDOT/Project management, as required • Serve as member of Emergency Operations staff during inclement weather, natural disaster, or security related events • Assist in the development of and ensure currency and adherence to operational policies and procedures, ensuring an efficient operation • Routinely assess the proficiency of Control Room staff to established standards - develop recurrent targeted training designed to resolve any noted deficiencies • Maintain a professional Control Room environment • Maintain an awareness of equipment status, coordinate with the Systems Administrator and/or VDOT management as necessary • Provide guidance to Department managers on operational policy/guideline development and implementation • Other duties as assigned by the Project/Program Manager and VDOT management EOE M/F/D/V
