Summary:

The Director of Human Resources is responsible for planning, directing, and coordinating human resource management activities of the National Security Programs Group and its centers to maximize the strategic use of human resources. This individual works closely with business leaders to ensure HR programs and services are in place to support and drive business objectives.   In this role the Director leverages services from the Centers of Excellence in the areas of Talent Acquisition, Diversity and Inclusion, Global Mobility, Organizational & Employee Development, Compensation, Benefits and Global Mobility. We are seeking an individual with a solid HR business partner background and demonstrated change management experience to function as a strategic business partner who has experience directing a broad range of human resources initiatives and programs. The selected individual will be able to lead cultural change, build internal business partnerships, and provide coaching to develop others, challenge the status quo and offer creative solutions to business issues. Candidates must possess strong interpersonal and project management skills; have previous experience in a large publicly traded organization, preferably in a technical professional environment. 


Responsibilities:


  • Working with all groups within the HR function, translate business strategies and objectives into the appropriate HR actions and initiatives
  • Coach business leaders on issues of effective team building and organizational effectiveness
  • Ensure proper implementation and execution of HR programs and initiatives, including those that are enterprise-wide
  • Manage employee relations issues with an eye towards ensuring AECOM remains an employer of choice
  • Advise and facilitate people management, career development and training
  • Develop and implement programs which foster sound employee relations and engagement
  • Measure and monitor key HR performance indicators


Requirements:


  • Experience operating as a Human Resources business partner in a large organization
  • Knowledge of fundamental HR regulations and applications
  • Demonstrated competence in the various HR functional areas: compensation, employee relations, management coaching, organizational development, diversity, benefits, employee communications and talent acquisition
  • Must be effective at influencing management
  • Capability, energy, experience, presence and outlook to quickly establish HR’s credibility with the senior leadership team
  • Must have outstanding interpersonal and communication skills, both verbal and written
  • Thrives in an unstructured environment and requires minimal supervision
  • Experience in navigating efficiently through a matrix organization
  • Informal roll up your sleeves and get it done leadership style that is people-centric, effective and marked by a high level of energy
  • Proactive in developing and effectively introducing alternatives to current HR practices as appropriate
  • Program and project leadership skills

· Prepares and manages budget for HR operations.

· Manages and coordinates all labor relations processes.

· Represents organization at personnel-related hearings and investigations.

· Responds to employee and labor relation issues including employee complaints, union grievances harassment allegations, and civil rights complaints. Assists organization in responding to all EEOC and/or NLRB charges.

· Develops and provides training to the organization's workforce.

· Responsible for maintaining a professional and productive working relationship with NSP staff, to include assisting in planning, organizing, controlling and executing corporate initiatives.

· Other duties as assigned.

 

 

Supervision:
Plans, organizes, directs and controls the activities of the human resources department. Position oversees the personnel tasks of contract on-boarding, training, and reviewing employee performance.

 


Education and Experience:

· Master's degree in the Human Resources field, or an equivalent combination of education and experience. PHR or SPHR certification highly desirable.

· A minimum ten (10) years experience in senior level human resources management within the Federal government contracting industry to include collective bargaining agreement negotiations, contract administration, grievance/unfair labor practice resolution, Service Contract Act, Davis Bacon, and prevailing wage administration.

· Extensive experience is managing a staff of 5 or more HR professionals.
