Job Description:
URS Corporation (NYSE:URS) currently has an opening for a part-time financial auditor to provide support for the Florida Department of Transportation from the URS Tallahassee, Florida office. This position is benefit-eligible according to the URS benefit plans. This person will assist Program/Project Managers in complying with the Florida Single Audit Act, by:
• Maintaining knowledge of federal and state laws, rules and regulations;
• Identifying resources which constitute state or federal financial assistance;
• Advising recipients and sub-recipients of requirements imposed on them by federal and/or state laws, rules and regulations and provisions under their agreements;
• Advising Program/Project Managers of revisions in Catalog of State Financial Assistance numbers in the awarding year
• Ensuring that all financial reporting packages are timely received;
• Reviewing the financial reporting package to ensure that recipients and sub-recipients meet the audit requirements;
• Issuing decision letters on audit findings;
• Developing a corrective action timetable with the recipient and ensuring that appropriate corrective action is initiated and completed;
• Notifying the Office of Inspector General when recipient’s corrective action is not timely completed;
• Ensuring that Department records accurately reflect expenditures for financial assistance and adjusting Department records when appropriate;
• Reconciling the reported contract expended amount against Florida Accounting and Information Resource data and completing the Single Audit System checklist within six months after receipt of recipient’s audit report; and
• Completing the Single Audit System’s Threshold Certification Statement if a sub-recipient’s letter states they did not meet or exceed the $500,000 threshold.
The successful candidate will have an understanding of the Department's role in reviewing, documenting, and reporting on funds provided to nonstate entities through the Department of Transportation. The candidate will work as an extension of state staff.
The candidate should be articulate, with the ability to translate financial and technical analyses to audiences with varying levels of knowledge. Sound writing skills are a must along with good organizational skills to document work efforts, prepare reports, and communicate with multiple agencies.
