Minimum Requirements:
• Bachelor's degree or equivalent experience in business, transportation management or related field
• Minimum 4 years experience working in a control room
• Demonstrated leadership experience/aptitude
• Strong oral and written communication skills
• Tactful and professional demeanor
• Experienced in and/or knowledgeable of traffic monitoring and traffic control systems
• Experienced in and/or knowledgeable of call-taking/dispatching
• Emergency Operations Center knowledge and/or experience
• Capable of multi-tasking and working in a fast paced environment
• Proficient computer use; Windows-based application experience
• Scheduling flexibility
• Geographic familiarity with Hampton Roads region with specific focus on Hampton Roads Interstate system
• Working knowledge of all current Hampton Roads Transportation Operations Center control room systems
This position is designated as essential and, as such, all duties associated with this job are required during emergency situations which may include but are not limited to inclement weather, disaster response and emergency operations. VDOT/Contract Management will determine when essential positions are required. Valid driver's license is required. DMV records check by the Department is required. Criminal History Records Check and Fingerprint check is required.
Job Description:
• Responsible for all aspects of the Control Room Operations program to include daily operations, personnel, equipment, program planning, safety policies, and logistics
• Review control room position applicant resumes, conduct interviews, and recommend for hire/advancement
• Prepare correspondence, reports, policy and procedure recommendations, schedules, presentations, training material, personnel management documentation, and electronic communications
• Develop and manage control room work schedule
• Conduct personnel performance reviews
• Assist development and maintenance of Operations Manuals and Standard Operations Guidelines
• Ensure adherence to established policies
• Establish the standard operations proficiency level for all control room positions
• Assess and ensure proficiency of Control Room staff to established standards
• Coordinate with the Training Manager for development of programs and training to enhance personnel job skills
• Develop Traffic Support Plans for various Special Events
• Serve as resident Subject Matter Expert on control room operations
• Maintain awareness of equipment status; coordinate with maintenance and information technology staff to ensure maximum system operability
• Provide operational enhancement recommendations for equipment/technology modifications/upgrades
• Coordinate with the Safety Service Patrol Department Manager on operational policy/guideline development and implementation
• Coordinate with the Public Information Officer on operational issues related to citizen complaints and inquiries, public information dissemination, and media interaction
• Serve as the Point of Contact for all control room visits, media events and tours
• Facilitate performance metrics reporting of control room operations
• When requested by the VDOT, participate in Post Incident Analysis
• Serve as member of Emergency Operations staff during inclement weather, natural disaster, or security related events
• Maintain current library of appropriate reference material
• Effect department status briefings to management, as required
• Participate in meetings, seminars, conferences, and committees as appropriate and assigned
• Other duties as assigned by the Operations Group Manager
