Experience: - Senior Subcontracts Manager - At least 10 to 12 years of job-related experience or equivalent related to Government Subcontracts and Procurement for Design & Construction Programs. - Excellent communication and negotiation skills; working knowledge of FAR/DFAR and ability to implement and comply with corporate procedures. - Excellent skills regarding word-processing - Cost Point database management and document filing, spreadsheets, and integrated software applications are required. - Ability to perform the Subcontracts function cradle to grave with minimal direct supervision. Ability to multi-task. - Position may require limited travel. - Position may require the ability to pass and maintain Top Secret Security Clearance. Job Description: URS Corporation, Federal Services Inc. is looking for a Subcontracts Manager, who must have experience in the Construction and Engineering industries, to work in Columbia, Maryland office. Summary: -Responsible for all phases of the Subcontract process, including Subcontract Management and hands on administration, issuing Request for Proposals, evaluation of cost proposals, and Procurement activities. -Lead Subcontract execution support for Subcontract operations including Procurement planning and establishing execution priorities. -Develop and assess Procurement schedule. Represent the Company in internal and external meetings as required, SBE outreach program etc. -Ensure compliance with Government and Corporate policies and procedures. Responsibilities: 1. Perform and manage the administration of Subcontracts and Procurement activities for the URS Federal Services, Global Security Group in the Columbia Md. office location. Perform the execution, review and approval of Subcontract and Procurement awards and modifications. Draft all Procurement documentation, including acquisition plans, negotiation, memorandums, and negotiation objectives. Conduct pre-award and post-award audits and close-out. Negotiate back charge claims. Administer Performance and Payment Bonds and Subcontractor Insurance certificates. 2. Prepare and execute RFP’s, Subcontract documents and modifications. Ensure cost or price analysis is conducted and adequately documented. 3. Review cost proposals including analysis of scope and schedule requirements and proposal responses. 4. Develop Bidders Lists and Pre-Qualify Subcontractors and Suppliers. Negotiate terms and conditions with government/commercial suppliers and subcontractors. 5. Monitor and report small business goals on assigned Programs, including coordinating with technical staff, maintaining records and participating in small business activities/fairs. 6. Coordinate with accounting and finance department in administering subcontract invoicing and payments, job cost management, contract audit/filing and close-out process. 7. Prepare and issue solicitation documents and amendments. 8. Draft/review/negotiate non-disclosure agreements. 9. Evaluate subcontractors/vendor proposals and quotations, including conducting negotiations and or discussions, and developing source selection criteria. 10. Represent Company on Small Business, working groups, and committees involving acquisition and contracting issues. 11. Responsible for communication and correspondence to and from Subcontractors and Suppliers, regarding Subcontracts and Procurement matters. 12. Experience on Design Build Programs and 4 years of Project field experience is preferred. International Project experience desired. EOE M/F/D/V
