CH2M HILL Code Compliance Manager Careers - Centennial, Colorado The Challenge! To provide a range of custom-tailored operations and maintenance solutions. As a Code Compliance Manager you will perform a variety of technical duties necessary to execute the requirements of the City's code compliance programs and to lead a team. The Code Compliance Manager leads the team to the mastery of the technical duties necessary to execute the requirements of the City's code compliance programs and can easily manage the routine requirements of the position. The Manager demonstrates the necessary problem-solving skills to manage most circumstances that may arise in the daily performance of monitoring and enforcing zoning, building, property maintenance, noise, abandoned vehicle and other codes and ordinances designed to protect the health, safety and welfare of the residents, and the general quality of life. The Manager serves as a resource and provides information on City regulations to property owners, residents, businesses, and the general public, along with other City departments and divisions. With demonstrated competency and familiarity with managing budget, project and employee development, and works with the Program Director and sometimes presents to City Council and City Manager. The Manager will p erform and supervises the work of staff involving inspections, regulation, and compliance of codes and ordinances including nuisance abatement, property maintenance, housing, signs, land use and other relevant ordinances. Investigates work in enforcing compliance with laws, ordinance, and regulations pertaining to general municipal codes in the administration of assigned responsibilities.
Our Code Compliace Manager:
- Interprets and administers the functions of the City's regulations regarding Code Compliance.
- Directs, through Code Compliance Officers and support staff, all aspects of City Code Compliance, which includes nuisance abatement, property maintenance, housing, signs, land use, noise and other ordinances and regulations.
- Assists with preparation of Division's budget, projected expenses, staff professional development needs and other requirements for effective operation of the Division and prepares special reports as required.
- Conducts special studies when directed by the Director, City Manager, Elected Officials, Project Director or other senior management staff, which may require field inspection of various sites.
- Directs, through Code Compliance Officers and support staff, the planning, scheduling, and coordination of Division activities.
- Develops policies, procedures, and priorities to meet established goals. Reviews and approves all weekly activity reports.
- Attends conference, public hearings, and professional meetings regarding the Division's code Compliance and outreach functions.
- Conducts public information speaking engagements (which may be outside the regular workday) to civic groups, homeowners association, etc, on code Compliance policies, procedures and ordinances.
- Accompanies Code Compliance Officers and performs periodic and follow-up inspections of buildings and occupancies. Ensures violations are properly documented by taking photographs, samples, or other evidence and maintains proper chain of custody.
- Prepares and oversee written correspondence pertaining to code Compliance violations. Issues notices, fines, and citations. Oversees and prepares hard copy and computerized case files. Forwards cases to the City Attorney and City Solicitor on case review and action. Testifies, as needed, in legal proceedings.
- Directs the preparation of memoranda and correspondence pertaining to all aspects of Code Compliance Division.
- Oversees and assists in supervision of Division staff, including conducting performance evaluations, interviewing prospective candidates for vacancies, making recommendations related to promotions, employee training and professional development, and disciplinary actions when necessary.
- Serves as a member of senior management on task forces and committees participating in the City's strategic planning efforts, and addressing citywide policy and management issues.
Basic Qualifications
- Degree in Public Administration, Management, Law Enforcement/Public Safety, Planning & Zoning or a closely related field.
- Five (5) years of experience in code Compliance with two (2) years of supervisory experience.
Preferred Qualifications
- MA/MS degree in Environment Studies, Public Administration, Management, Chemistry, Law Enforcement/Public Safety, Construction Technology, Public Administration or a closely related field.
- Eight (8) years of progressively responsible experience in the field, the majority of which will be in supervisory or managerial capacity.
- Certified Code Compliance Administrator or equivalent International Code Council (ICC) Certification or closely related certification.
- Ability to supervise, coordinate and direct code Compliance programs.
- Ability to recommend and implement goals, objectives, policies and procedures for inspection programs.
- Ability to understand legal descriptions and boundary maps of real property.
- Ability to interpret maps and plans; analyze technical information related to municipal code Compliance.
- Knowledge of principles and techniques of inspection; roles of various agencies involved in municipal code Compliance regulatory processes.
- Knowledge of federal, state and local laws, regulations and ordinances related to municipal code Compliance.
