Job Description: 


I. Job Summary

Utilizes highly advanced expert knowledge of air quality requirements to ensure compliant and efficient operations, and to prevent and control on and off-site noise, odor and other nuisances. Serves as contact to assist field operations personnel and management with technical aspects of air quality topics and regulatory requirements. Monitors and investigates compliance status, provides training/guidance to site and district management and operations personnel.


II. Essential Duties and Responsibilities include the following. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other duties may be assigned.


· Managing and or completing air quality permitting and compliance related tasks


· Reviews and organizes data from landfill gas collection systems for compliance verification and reporting. Provides regulatory analysis and alerts on compliance issues. Drafts and submits required environmental reports for internal and external audiences.

· Assists in the maintenance of the LFG and Environmental Protection (EP) data tracking system databases (LGMS, CYCLE, Dakota Tracer) and other related company systems.

· Communicates and implements the Corporate EP program policies and strategies within assigned facilities. Serves as technical contact regarding regulatory inquiries and inspections, notifications, environmental issues, and permit applications.

· Monitors and records site operations and engineering efforts to maintain compliance. Investigates and assesses the regulatory findings and analyses and prepares related documents. Identifies local, state and federal regulatory impacts to operations.

· Assists and supports the planning, organizing, and securing of related air quality permits, modifications, and other regulatory approvals. Prepares related documentation.


· Responsible for developing, coordinating, and overseeing field testing/monitoring, investigations, assessments, guidance and reporting.


· Assists in contracting with third-party vendors on air quality related projects, including the development of "scope of work", reporting, compliance auditing, field activities and related tasks as assigned.


· Provides regulatory support to field staff, EP, Engineering, and other internal resources.

No direct supervisory responsibilities are required.


IV. Qualifications


The requirements listed below are representative of the qualifications necessary to perform the job.


A. Education and Experience

Knowledge and experience in: air quality regulations as they relate to preparing permit applications, standard exemptions and emission fee calculations for submittal to regulatory agencies, preparing emissions inventories and recommending control technology equipment and processes to ensure compliance with applicable regulations, conducting compliance audits, evaluating potential for risk, and conducting air dispersion modeling analysis.

4 year degree from an accredited college and at least 5 years of regulatory air quality related experience or, as an alternative, 10 years significant experience in solid waste or air quality industry.



B. Certificates, Licenses, Registrations or Other Requirements


Requires knowledge of regulatory environment as it applies to environmental protection and compliance.


C. Other Knowledge, Skills or Abilities Required


MS Office familiarity, general computer acumen, and ability to learn to utilize other job-related technical software. Familiarity with statistical methods. Research skills. A working knowledge of the company's operations and business hierarchy.

  • Required to use motor coordination with finger dexterity (such as keyboarding, machine operation, use of sampling equipment, etc.) most of the work day;

  • Required to exert physical effort in handling objects less than 30 pounds part of the work day;

  • Required to be exposed to physical occupational risks (such as cuts, burns, exposure to toxic chemicals, combustible gas, etc.) rarely;

  • Required to be exposed to physical environment which involves dirt, odors, noise, weather extremes or similar elements a portion of the work day or week;

  • Normal setting for this job is an office setting and solid/hazardous waste landfill or handling sites.
