Minimum Requirements:

Bachelor’s Degree (BS/ BE/ BA), 5 years of progressive related experience is required. Additional related experience may substitute for education.

Current USMC tactical family of vehicles supply experience is a plus. Must have a demonstrated ability to apply expert practices and procedures within the operational and organizational structure of the Marine Corps, provide technical direction to subordinate / adjacent staff, provide professional findings of technical analysis in the form of reports and presentations, and to execute complex technical tasks. Must have excellent writing and communication skills, and strong verbal and interpersonal skills; as daily interaction with all levels of management will be required. Must possess an understanding of military systems acquisition and fielding processes. Selected candidate must be a self-starter and able to work well, independently, with minimal supervision and broad direction. Must have the ability to work in a small, fast-paced, organization; which will support tactical vehicle managers and analysts. Strong working knowledge of Microsoft Office applications is required. Progressive technical experience with life-cycle logistics management in support of the acquisition of USMC tactical vehicles through a Major Defense Acquisition Program (MDAP) is preferred.


Job Description:

URS is seeking mid-level Marine Corps Equipment Specialist Subject Matter Experts (SME) to support PEO Land Systems (PEO LS) and Marine Corps Systems Command (MCSC) Tactical Vehicle Programs.

The selected candidate will be responsible for comprehensive analysis of Tactical Vehicle Program requirements, design / performance requirements allocation, and validation of all facets of mission suitability and support. Under the guidance of the Project Manager, responsible for providing leadership in the performance of technical tasks, coordinating the use of resources to accomplish objectives, ensuring the quality and content of technical products, and providing expert decision support. Responsible for providing acquisition and sustainment support functions including, but not limited to cataloging, initial issue provisioning, drafting and staffing of technical documents (Maintenance Instructions (MI), Technical Instructions (TI), and Stock-list – 3 (SL-3), reviewing and editing Technical Manuals (TM), managing Product Quality Deficiency Reports (PQDR) and Recommended Changes to Publications / Logistics - Maintenance Data Coding Sheets (NAVMC 10772), conducting failure analysis and developing / recommending repair or mitigation procedures, technically supporting acquisition and sustainment Integrated Product Teams (IPT), serving as a member of New Equipment Fielding teams, and providing daily technical support to the Fleet Marine Forces. Performance of this effort will be predominately at Marine Corps Logistics Base (MCLB), Albany, GA; and coordination with MCLB Barstow, CA.
This position requires comprehensively demonstrated experience providing leadership and /or technical and expert guidance for developing Marine Corps’ supply chain support methodologies and planning, and associated logistics performance metrics; experience researching, analyzing and preparing Marine Corps’ logistics performance metrics; experience developing initial planning concepts and documentation for spare parts support requirements for various rapid deployments and contingency planning involving Marine Corps weapon systems; possess an ability to analyze the functional, consumer, intermediate and wholesale areas of supply diagnosing all aspects of the Marine Corps’ Logistics Chain; provide material readiness management support to the Marine Corps in preparation for deployments; lead efforts to ensure that all units accounted and reported weapon posture with 100% accuracy; experience managing battalion-level supply accounts through physical inventory inspections.

The successful candidate should possess the ability to track, process, produce and distribute deliverables and monitor comment status; collect and analyze performance data; assess and quantify cost / schedule/management / business status and risk; evaluate trend and project cost completion estimates; participate in program management reviews and business meetings; and prepare and coordinate inputs for acquisition documentation, status reports, briefings and information inquiries. As required, assist with training new staff (internal and external) on concepts, techniques and reporting; conduct technical evaluation of cost proposals including fact finding, cost / technical trade-off analyses and evaluation report writing. Possess the demonstrated ability to prepare independent cost estimates to support evaluation of alternatives, including development of cost and operational effectiveness analyses (COEA) and Bottom-Up / Top-Down cost estimates. Conduct special studies and evaluations, research and analyze problems and determine element requirements with minimum supervision. Collaborate with customer(s) to define, coordinate and track the status of multi-disciplinary task(s) and provide advice on management and business element planning and implementation. Review program reports, technical papers, drawings, specifications, procedures, etc., and perform tests / evaluations and validations / verifications. Provide comments and consolidate and adjudicate comments from various organizations and prepare reports as required. Prepare program management correspondence (i.e., letters, memos and route sheets), design charts, spreadsheets, Gantt charts and associated presentations and prepare analytical reports and meeting minutes as required.

This position is contingent with anticipated work start in April 2012

This position may require travel up to 25%.

The position will require ability to obtain and maintain a security clearance. Current clearance is desired.
