Minimum Requirements: • Minimum Bachelor's degree, or higher level qualification in a technical discipline relevant to international development and URS service offerings. • Proven standing and experience within USAID and MCC and the International Development industry, with a minimum of 15 years' experience. • Proven experience and knowledge of US Federal Government procurement rules and regulations (FAR, DFAR, CFR, etc.) • Sound project/program management experience in USAID and MCC. • An existing network of contacts within USAID and MCC in Washington, D.C. and their overseas missions. • Proven aptitude for business development, to include business development and networking skills with USAID and MCC. • Strong negotiating and conflict resolution skills. • Proven ability to develop and manage profitable business relationships. • Excellent time management skills. • Ability to recruit, select, develop, motivate and supervise staff. • Ability to lead and manage capture teams to produce winning proposals within budgetary and schedule constraints and time frames. • Professional licenses' / certifications • Current U.S. driver's license. • Excellent oral and written communication in English. URS International Development - part of the worldwide URS Corporation - manages overseas development contracts and provides multidisciplinary professional services for a variety of private and Federal clients. The URS International Development business line has experienced recent global growth and plans are in place to build on this recent success to significantly grow our market share in the USA. We are currently seeking a Director of Business Development with the ability to strategically grow the business, both in the short and long term.
This role will be responsible for leading the strategic direction of International Development for our U.S.-based operations, promoting URS to key clients and leading the pursuit of major bids.
This position is based in Washington, DC.
Major market sectors that URS serves are coordinated through business lines, which ensure URS resources and expertise across the world are made available to key clients. URS’ International Development Business Line serves key donor clients such as USAID, MCC, DFID and AusAID.
The Director of Business Development – International Development is a new position created to drive growth in URS’ International Development Business Line in the USA. Supported by a global team of International Development expertise, the Director of Business Development will drive growth through the identification and development of new business opportunities for Federal International Development projects, primarily at USAID and MCC.
Qualified candidates must have a thorough understanding of USAID and MCC, capture management, government contract proposal preparation/evaluation, and compliance auditing. In this role, the Director of Business Development will oversee the successful capture of new business with USAID and MCC.
Responsibilities/Objectives
Proactively identify new business opportunities and initiatives for URS, by pursuing and assisting in: • Maintaining regular client relationship management activities with USAID and MCC representatives at all levels in Washington, D.C. and overseas missions relevant to major pursuits. • Developing and expanding contacts within USAID, MCC and other donors, and serving as Client Manager to existing clients. • Formulation and appraisal of country programs and new projects. • Developing relations with partner firms in the U.S. and developing countries. • Preparation of major proposals in response to USAID and MCC RFPs (including both IDIQ contract vehicles and task orders). • Consolidating the business relationship to secure repeat business. • Create and track a pipeline of USAID and MCC opportunities. • Identify suitable bidding opportunities that align with URS’ service offerings and qualifications. • Assess and review bidding, operational, and financial risks, and work with business line and operations staff to develop mitigation strategies. • Lead business development efforts in all aspects of capture management, including the identification, qualification, positioning and capture of new business. • Research possible bidding opportunities, participate in reconnaissance trips, and contribute to the development of bid strategies. • Develop and work with a team of operations and business development staff to ensure high quality proposals are prepared against demanding deadlines. • Develop and actively manage a USAID and MCC Service Team, incorporating URS resources throughout the world – particularly in the National Capitol Region, UK, and Asia Pacific - to optimize delivery of URS services, maintain client focus and channel intelligence to position URS for business opportunities. • Identify resources necessary for proposal preparation and prepare scope of works for external consultants. • Lead partnering decisions and preparation of partner NDA’s, scope of work, and teaming arrangements. • Lead the establishment/improvement and implementation of business development processes for international development, including capture planning and proposal management.
Prepare and update annually a comprehensive USAID and MCC Business Development Strategy and Plan, including: • Specific actions and schedule; • Annual budget for USAID and MCC marketing activities; and • Monthly and quarterly review of activities and accomplishments, with associated reporting to the Director, International Development Business Line.
Support international development operations in the U.S. through: • Serving as Program Manager and/or Project Executive, as appropriate, on key USAID and MCC contracts. • Providing leadership in developing management strategies and systems for achievement of all program objectives. • Leading, motivating, and developing a strong, diverse leadership team, and working to ensure that the team operates as a single cooperative unit. • Identifying, evaluating, and recommending potential acquisitions, strategic alliances, and joint venture partners to accelerate growth and market penetration. • Establishing strong industry and outside contacts to maintain a keen awareness of major trends, activities, and requirements within the international development industry.
