Minimum Requirements: REQUIREMENTS / SPECIFICATIONS
Basic Qualifications: •Bachelor degree and minimum of 10+ years cost control related experience. OR •Associate degree and minimum of 14+ years cost control related experience. OR •High school or equivalent education 18+ years cost control related experience.
Minimum Qualifications: •Degree in engineering, construction, business or related field, or demonstrated equivalent and related experience. •Demonstrated ability to develop, implement and maintain effective cost control programs. •Knowledgeable with Company financial systems and processes. •Skilled in the use of Company cornerstone systems and able to represent cost data formats necessary to control the project. •Understand financial terminology and measures and recognizes the financial impact of the various project actions. •Understand the manner in which profit on projects are budgeted and the extent to which the budget value is achieved. •Possesses the knowledge of scope control and change management. Able to implement all elements of the project change control process. •Familiar with basic critical path analysis and other scheduling concepts. •Understanding cost/schedule integrations. •Proficient in utilization of the project specific Cost Control software application and a working knowledge of other corporate and commercial software applications. •Must be a U.S. or Naturalized citizen.
Desired Qualifications: •4+ years field experience preferred. •Proficient in utilization of the Microframe Program Manager (M*PM) software application. Job Description: Washington Demilitarization Company, LLC a wholly owned subsidiary of URS is seeking a Cost Control Supervisor to be based at our Pueblo Chemical Agent Destruction Pilot Plant project located in Pueblo, Colorado.

MAJOR RESPONSIBILITIES / DUTIES / TASKS
•Knowledgeable with Company financial systems and processes. •Skilled in the use of Company cornerstone systems and able to represent cost data formats necessary to control the project. •Understand financial terminology and measures and recognize the financial impact of various project actions. •Participate with management in the development of strategies and plans. •Participate in analyzing and using financial data to identify key project issues. •Assist in the evaluation of business opportunities and potential profitability. •Supervise junior staff through task development, establishing and maintaining goals and expectations, and documenting performance related issues and achievements. •Maintain positive working relationship with peer leaders. •Establish and maintain clear goals and expectations for the organization. •Lead in tracking action items. •Lead in the development of the Work Breakdown Structure (WBS). •Execute efficient meetings. •Present variance analysis to project management and/or client. •Review and approve output from project systems; prepare presentations based on system output. •Responsible for implementing labor charging guidelines for project use. •Assume lead role in monthly production of revised project cost forecasting. •Extensive knowledge of contracting including the manner in which contract type effects implementation of project control systems. •Review performance trends and prepare monthly project performance reports. Recommend contractor invoices for approval. •Evaluate manpower, labor hour, and labor cost requirements versus budget limitations including preparation of variance analysis. •Establish and control procedures for project labor tracking. •Compare actual cost to funding limitations. •Prepare cash flow/expenditure forecasts to identify critical points in project function. •Work with Project Controls Manager to insure correct decisions on work authorizations and/or restrictions. •Review purchase order and subcontract commitments and expenditures. •Maintain tracking database to insure that subcontractor funding is aligned with work authorization and expenditures. •Understand the manner in which profits on projects are budgeted and the extent to which the budget value is achieved. •Possess the knowledge of scope control and change management. Able to implement all elements of the project change control process. •Involved in directing and implementing the tracking system to insure that Project Management team is fully aware of detailed change order status. •Review cost/schedule baseline data. Insure that data balances with contract value. Oversee baseline cost reporting. •Familiar with basic critical path analysis and other scheduling concepts. •Understand and implement cost/schedule integrations per project requirements. •Assume lead role in performance measurement and associated cost trending. •Prepare and assist in various levels of project reporting. •Contribute in the preparation of monthly status reports. •Lead project cost review meetings. •Finalize and approve procedure development and implementation. •Insure that work methods and cost monitoring processes are optimized. •Seek appropriate counsel as required to meet project requirements. •Produce Variance Analysis Reports (VARs). •Prepare adjustments to Estimates To Complete (ETCs). •Develop, maintain and update Performance Measurement Baseline (PMB). •Develop, maintain and update Integrated Network Analysis System (INAS). •Develop and maintain of WBS and Organizational Breakdown Structure (OBS). •Preparation of Cost Performance Reports (CPRs). •Preparation of Contract Funds Status Report (CFSR). •Special studies, reports and charts as required. •Staffing plan development and maintenance. •Perform complex aspects of project controls that require the selection and modification of project controls techniques and procedures. •Must be able to interpret complex information and disseminate in an understandable manner.
