Minimum Requirements:

Bachelor’s degree in accounting, finance, engineering, construction management or construction engineering, or demonstrated equivalent.

Minimum 5 years of relevant work experience or equivalent combination of training, education and relevant work experience.

Must have the ability to exercise good judgment.

Must have strong MS Office skills including Excel and Word.

Must have good verbal and written communication.

Must have a high level understanding of accounts payable function.

Must have strong problem solving skills, knowledge of basic accounting principles, documentation skills, research/resolution skills, data analysis and multi-tasking skills.

Must pay attention to detail and work methodically, using established processes.


Job Description:

The URS AFCAP Program performs annually over $150M of work on overseas and domestic projects. We generally manage 10 or so separate projects, and submit proposals for approximately 30 tasks each year. The detailed management of each task requires accurate pricing during the bidding process; establishing and tracking task execution budgets for labor, travel, ODCs, subcontracts, materials, equipment and other overhead expenses; preparing and entering project financial performance records into the corporate financial system; analyzing cost and transaction reports to ensure accuracy and conformance with the budget; reviewing vendor and subcontract invoices to determine accuracy, eligibility for payment and conformance with the established task budget; and preparing required task financial performance summaries and reports.

The successful candidate will be able to support, and to a great extent, individually perform, these tasks. This is a demanding task that requires mature judgment and the ability to work under deadlines. In order to best support the Program and Task Managers, the successful candidate will be able to help task planning via setting up budgets and then evaluate when task performance deviates from that plan and in an organized, reasoned manner, present the appropriate analysis to the PM and TO Managers.

The successful candidate will work as part of a Program Team that includes Project Controls, Project Administration and Project Billing personnel. However, these persons operate from remote offices and support other programs; the person in this position will have more direct and detailed knowledge as well as access to the PM and TO Managers to better understand the task financial status, and thus help coordinate the overall financial management of the tasks.

Responsibilities include:

Performs complex clerical and entry-level accounting activities.

Compiles and reviews source documents, such as vouchers, invoices, purchase orders, and cash receipts, for completeness and accuracy, and prepares reports.

Prepares computer input forms for processing of transaction data.

Compares print-outs against source documents and journal entries to verify accuracy, and prepares input forms to reconcile errors.

Periodically reviews records and subsequent computer printouts to balance accounts and to identify suspense items or delinquent accounts requiring further action.

Files and maintains clerical records, and reports pertinent information to accounting and bookkeeping or technical operations.

Assists in balancing accounts by running tapes, proofreading, etc.; prepares summary of balances, cost information, or other reports as requested for supervisor's use in preparing financial statements.

May proofread and post operations progress or other reports and make a monthly summary or recap of such reports as needed.

May audit and proof accounting or other reports for clerical accuracy and conformance to departmental procedures.

Prepares reports which outline the project's financial position in areas of income and expenses.

Adapts procedures, processes and techniques to meet the more complex requirements of the position.

Resolves most questions and problems, and refers only the most complex issues to higher levels.

Performs responsibilities related to reporting and analysis.

Serves as a resource to others in the resolution of complex problems and issues.

Identifies opportunities/areas for process improvements.

Under general supervision, performs general accounting or planning activities following general project or departmental guidelines, procedures and precedents in support of various financial functions.

Effectively collects, organizes, and conducts some analysis.

Investigates variances in data.
