Minimum Requirements: Bachelor's degree in construction management, engineering, architecture or related field and must have Professional Registration appropriate to degree (i.e. PE, RA, etc.).
Minimum of eight years' experience in civil construction.
Expertise with heavy civil construction, primarily levee and dam repairs and construction, in the Missouri River basin.
Experience working in Omaha or other major cities along the Missouri River is required.
Proven experience leading proposals involving large projects for levee repair and/or construction. Must demonstrate working relationships with small and regional construction firms located in the Missouri River basin that would be subcontractors.
Proven experience executing civil construction type projects for the US Army Corps of Engineers, FEMA or other government agencies. Experience with emergency response actions associated with floods, tornadoes, hurricanes and other natural disasters.
Good understanding of federal, state, and local regulations that apply to construction activities along rivers and in floodplains, and knowledge on how to get regulatory concurrence.
Able to oversee preparation of cost estimates and bid packages associated with time-sensitive construction and design-build proposals. Must have a good understanding of fixed price, cost reimbursable and hybrid type costing.
Valid Driver's License Job Description: This position will lead major federal and civil construction proposal efforts in the Missouri River basin. Additionally, this position could lead other types of time critical or emergency response actions required because of damage from natural disasters. The position will coordinate technical personnel, technical writers, and cost estimators in preparing proposals. Position would then manage, with support from other URS personnel, those projects that are won. With wins and growth, this position would be responsible for hiring and managing other URS staff.
Responsibilities include working with URS Office Manager and Program/Project Managers on the evaluation of risk, preparation of risk management plans, and getting senior URS management approvals for pursuits.
Contingency, time critical and / or emergency response type work is a key market for URS. Over the next few years, a successful candidate will help win significant work for URS under major task orders. Additionally, the private sector has a growing need for CM services as their businesses grow. Lastly, as state and local government revenues increase, it is expected that various infrastructure improvement programs will be funded, requiring a need for CM services.
