Minimum Requirements:

BS in Computer Science or related discipline plus 15 years work experience, or MS with 12 years experience. Significant experience with complex technical solutions proposal writing is required. Must demonstrate B&P knowledge involving large federal agency technology initiatives.

Key Qualifications and Experience:
•Proven track record in managing technical team developing next generation, innovative, highly cost effective, highly secure, winning solutions, including providing leadership on proposal writing..
•Knowledge of key Govt technology initiatives, mandates, and emerging Govt and industry standards.
•Work collaboratively with diverse teams, including business development, capture managers and program executives and provide leadership on proposal writing.
•Must be adaptable, able to engage on a wide range of business solutions, including large, complex and leading-edge projects.
•Provide expertise to identify and translate complex system requirements into proven solutions.

Requirements:
•Demonstrated Technical team leadership on large multi-system S/W Development and O&M programs
•Familiarity with DHS and CBP architecture frameworks, in particular CBP PSPO
•Understanding of CBP PSPO mission and drivers
•DHS CBP TRM and IT development standards and policies
•DHS CBP SELC and CCB processes
•Experience developing measurable transitioning & sequencing plans
•Specializing in developing future state multi tier open architecture solutions from a COBOL/Datacom mainframe environment.

In addition, the candidate shall possess strong communication skills and be experienced interacting with executive staff, business development resources, and technical professionals, in a clear and concise manner.
