Minimum Requirements: • Bachelor's degree in engineering, construction, business, or related field, or demonstrated equivalent and related experience • Minimum 10 years of experience with engineering, procurement and construction projects or operating industrial facilities • Minimum three years of cost and schedule experience • Minimum three years of field experience required • Must have Oil & Gas/Petrochemical EPC project experience • Understands progress / performance data and associated concepts, principles, and methodologies • Familiar with Earned Value terminology, scope control, and change management • Proficient in commercial Cost Control tools such as Prism, Primavera P6 and Microsoft Office Project scheduling tools • Knowledgeable of planning and scheduling concepts and principles including effects on financial performance • Familiar with data sources and supports basic schedule development • Familiar with construction drawings, specifications and construction contracting methods • Understands CPM scheduling concepts and principles and able to develop basic engineering, procurement and construction logic • Understands concepts and principles of scope control and change management and earned value methodology • Demonstrated ability to effectively lead a technical organization of at least two planning/scheduling and/or cost analysis personnel to support company and project requirements • Must be willing to relocate within the first 12 months of the assignment and / or be willing to travel extensively for assignments ranging from 18-36 months in duration • Hands-on experience with earned value methodology and monitoring, including calculation and analysis • Database experience in mass data handling • Knowledge of Scope Control and Change Management • Understands basic financial terminology • Ability to proactively lead project related efforts and understand project and client requirements • Consistent, effective, and efficient written and oral communications skills • Due to the nature of work, candidates must be U.S. citizen OR permanent resident • Qualified applicants who are offered a position must pass a pre-employment substance abuse test • Relocation benefits and/or per diem may be offered dependent upon project locations, length of project, etc. Job Description: URS Corporation is seeking a Project Controls Planning & Scheduling Manager/Analyst for immediate project needs. This position will require an initial 12-month assignment in Augusta, Georgia and would ultimately be located in our Process Engineering Group in Morrisville North Carolina office. Relocation to various project sites or project offices may be required in the future for projects thereafter. Project sites and offices are in various locations throughout the United States. The relocation of this position will be dependent on project scopes and workloads. International locations may be required as well. The Project Controls function within the IE division of URS Corporation focuses on satisfying client expectations by working directly on project sites and in offices the department supports. Level Specific Responsibilities:
• Supports analysis of schedule, identifies and investigates project schedule variances • Collects and updates data and updates and produces scheduling reports • Assists in the development and maintenance of WBS and support activities to implement applicable coding • Supports gathering and assembling data for schedule updating • Supports measurement of project schedule progress and gathers and assembles data for schedule and network updating • Gathers data for schedule baseline development and maintenance • Supports monthly report preparation • May participate in planning and scheduling meetings to gain insight to planning and scheduling issues • Exposure to basic scheduling and cost baseline fundamentals, concepts and principles • Works with the Company Financial and processes • Develops and maintains Work Breakdown Structures for multiple projects • Assembles data for trending and forecasting • Collects and analyzes data for tracking actual costs to funding limitations • Provides support to tracking purchase orders and subcontract commitments and expenditures • Develops project schedules and cost schedule baseline • Integrates project schedules with project costs • Maintain Earned Value Management System (EVMS) system description • Maintain and support EVMS process for multiple Projects • Support periodic internal and external EVMS audits • Prepare detailed and summary level Cost Performance Reports • Provide Project Controls support to Cost Account Managers in the form of reports, graphs, and charts as needed • Reviews and approves output from project cost and schedule systems. Prepares or reviews presentations based on system output • Assumes lead role in monthly production of revised project cost forecasting • Evaluates manpower, labor hour, and labor cost • Reviews performance trends, prepares analysis and cost impact and monthly project performance reports The responsibilities of this position include, but are not limited to those listed above.
