Minimum Requirements:

Bachelor's Degree required, Master's Degree preferred, plus minimum of 10 years of directly related operational job experience in Electronic Warfare (EW), to include counter-insurgency (COIN), counter-improvised explosive devices, counter-integrated air defense systems, joint warfare, and US military planning and mission execution operations. EW experience in airborne operations and planning required. Leadership experience in the development, interpretation, and implementation of EW employment policy and TTP to support ground, sea, air, and space forces strongly desired. Two years of experience on a Joint Staffs or Office of the Secretary of Defense Staff experience preferred. Experience in military training and education strongly desired. Experience as primary writer or key contributor on published military doctrine or policy is documents required. Excellent communication, interpersonal, organizational and analytical skills are required. Computer skills (MS office suite) required.

25% travel may be required.
Position will require the ability to gain and maintain a TS/SCI Security Clearance

URS is seeking an Electronic Warfare Operational Subject Matter Expert to assist DoD Chief Information Officer’s staff in drafting authoritative EW, Electromagnetic Spectrum (EMS) and EMS Operations (EMSO) Policy documents for issuance by the U.S. Secretary of Defense. Selected candidate, as part of DoD CIO in Arlington VA, will anticipate customer requirements and provide Operational EW expertise, staffing assistance, document drafting, and coordination support. The selected candidate will serve as an EW/EMSO Writer, providing EW operational expertise to support in the design, development, coordination, staffing, and issuance of EMS-related DoD Directives, Instructions, and strategy publications.

Essential Responsibilities:
• Possess thorough knowledge of DoD and Electronic Warfare organizations, structure, missions, and functions.
• Possess excellent written communication, staffing and coordination skills
• Draft professional policy and strategy directives and instructions
• Serve as EW Operational Subject Matter Expert, related but not limited to Electronic Attack (EA), Electronic Protection (EP) and Electronic Warfare Support (ES), and relevant Service-level weapon systems, equipment, and methodologies.
• Provide consultation, analysis, and advice to draft, coordinate, and revise DoD-level policy and strategy guidance
• Anticipate the planning for, and integration of, new and emerging EMSO (ie EMS Warfare and Management) TTPs and technologies
• Perform all other position related duties as assigned or requested
