Minimum Requirements:

Bachelor's degree or higher in environmental sciences and/or engineering, planning, or a directly related degree. A minimum of 8 years of specific technical experience performing and directing environmental planning and permitting projects. The ideal candidate will have a deep understanding of and experience with projects that include environmental planning and permitting disciplines related to Federal and California (NEPA/CEQA) environmental regulations. Strong project management and business development skills are required, with ability to understand and interpret informational and financial reports. This position requires the talent and experience to provide active project management of diverse teams, as well as a responsibility for business development, writing successful proposals, and providing effective contract negotiation.

URS' Central Coast offices are proud to provide our employees with the opportunity to work on a variety of exciting and challenging projects. We are actively seeking a knowledgeable and confident senior level project manager who will lead and manage diverse permitting projects and business development activities for the environmental group.

The ideal candidate will have broad-based experience as both a team leader and a senior team member, and will be an individual who clearly demonstrates both the willingness and the ability to participate in increasingly complex projects. URS is a fast-paced environment with a large and vibrant interdisciplinary practice of scientists, planners, and engineers. We place a strong emphasis on technical experience. Your ability to write clearly and to communicate with knowledge and authority are considerable assets for this position. Ultimately, it is the quality of your work and your capacity to manage projects and project teams on schedule and on budget that will set you apart.

At URS, you will be called upon to utilize your broad-based set of skills daily, and to sometimes switch gears on an hourly basis. For this position, the work will initially focus on feasibility studies through construction, with an emphasis on pipelines and linear projects. However, you may also be asked to participate in and/or lead projects that include: developing permitting strategies for civil infrastructure projects; reviewing and preparing regulatory permit applications; managing proposed projects through the environmental approval process; and planning for permit requirements such as mitigation, compliance monitoring, and implementation. Your previous project management experience that involves direct oversight and/or preparation of environmental permit applications, studies, and reporting requirements will be considered an asset.

As the successful candidate, you will be expected to rapidly establish and nurture long-term internal and external client relationships for development of future work. Successful members of our business development team are expected to lead or have a significant role in identifying new work opportunities, and actively seek to provide their expertise in support of proposal preparation. Ideally, you welcome the opportunity and are challenged by meeting with potential clients, preparing scopes of services, identifying subcontractor needs, estimating budgets and schedules, making presentations to clients, and negotiating final contracts.
