URS Corporation is seeking an Accountant/Sr. Accountant to be based in our Carlsbad, NM location.
Position Description or Typical Responsibilities: Assist in development and improvement of control systems for new operations or functions. Develop techniques for early identification of financial problems and make recommendations for timely resolutions to areas of concern. Assist in preparation of costing rates, cost estimates, and contract proposals for negotiation of new contracts, DOE Orders and financial reporting. Review budget requests submitted by line management and make recommendations for approval or suggest specific revisions. Maintain close liaison with Division personnel to provide instructions and advice on administrative matters such as preparation and review of budgets, interpretations of corporate accounting policies and procedures, and amount and content of Divisional costing rates. Conduct audits/appraisals of various developed accounting/budgeting systems. Assist in development of financial forecasts related to asset planning, cash management, profit/loss, and liabilities. Assist in development of budget standards, profit plans and objectives and compare results with plans and analyze trends and patterns. Monitor and report on contract financing and contract values. Establish and maintain communications with other departments for development of significant planning affecting financial areas. Interface with site personnel to provide feedback, information or assistance. Report issues or concerns related to integration of facility activities/readiness, environment or quality to management. Follow all safety procedures, regulations and policies. Conduct frequent inspections of assigned work area to ensure that safe working conditions are maintained. Promptly report any hazards or unsafe conditions to management. Implement standards contained in Nuclear Waste Partnership’s “Code of Business Ethics and Conduct”. Oversee maintenance of various accounting/budgeting records utilizing standard accounting and governmental budgeting principles. Prepare various monthly and annual accounting/budgeting systems to provide records necessary to satisfy government requirements for reporting financial transactions. Design, modify and install general accounting/budgeting systems to provide records necessary to satisfy government requirements for reporting financial transactions. Analyze various standard financial reports and recommend corrective actions. Design, develop and apply advanced microcomputer business applications, as necessary, to complete assignments. Utilize financial forecasting methods and systems such as trend analysis and statistical modeling in monitoring of projects/programs. Monitor and validate all budget and cost data for assigned area of responsibility. Coordinate all accounts receivable functions including preparing invoices to various customers for both services and containers.
