SUMMARY OF ROLE

SunPower is seeking a Site Director for the California Valley Solar Ranch project in San Luis Obispo, CA. The Site Director will report to Vice President, EPC, and will have overall responsibility for:

• EPC for the California Valley Solar Ranch project (CVSR), including tactical development, program management office (PMO), engineering, procurement, construction, safety and quality. PMO responsibilities include scheduling, cost management, and risk management across all aspects of the program, including project sale and financing.
• Pre-NTP: Project Director is expected to facilitate the selling of the Project to the Owner so as to achieve the NTP as per the agreed schedule.
• Post-NTP: Project Director is required to manage the construction of CVSR (the Project) with the aim of remaining within agreed budget, schedule for completion, statement of requirements and HSE governing rules of SunPower.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following (other duties may be assigned):

• Manages all aspects of Project construction within agreed budgets, timelines, statement of requirements and HSE-SD rules.
• Gets Project Steering Committee approval of the Delegation Of Authorities (DOA) document
• Prepares, reviews or approves (as per DOA) all the documents required for the good execution of the project: Project Execution Procedure, HSE Management Plan, Project Organisation Chart, Job Descriptions Risk Management Plan, Interfaces Management Plan, Claims Strategy...
• Determines and gets Project Steering Committee approval of the contracting strategy
• Reports to Project Steering Committee on the progress of the Project (Monthly Report, Weekly Updates ...) and informs the stakeholders at the functional level agreed in the agreements between SunPower and stakeholders
• Represents SunPower and conducts relationships for the matters related to the Project with Authorities, Regulatory Agencies and professional organization in coordination with SunPower Executives
• Recommends to hire and manage staff contracted by SunPower as needed during construction
• Ensures procurement for the Project is in line with SunPower processes
• Selects and manages Project subcontractors and other suppliers including authorization of payments
• Ensures the requirements of the PPA, LGIA and other agreements with third parties are fulfilled in due time
• Establishes a Project HSE-MS and a Project Quality Plan. Ensures that all subcontractors comply with such requirements.
• Pro-actively manages relationship with the Owner and ensures that the EPC Contract signed with the Owner company is duly executed
• Manages the commissioning of the plant within agreed plans, and handover operable plant to the Project purchaser with minimum number if non-conformances.
• Develops and test site Emergency Response plans, medical evacuation plans and contributes to the Crisis Management Plan to the extent applicable to such plant.
• Provides inputs in the financing of the project as necessary and requested by the shareholders

RELATED EXPERIENCE AND EDUCATIONAL REQUIREMENTS

Minimum requirements –
• Bachelors degree in a relevant area.
• Demonstrated ability to successfully forecast, create, and manage multi-million dollar and multi-year divisional budgets
• A strong understanding of financial tracking and reporting.
• Excellent and proven leadership and personnel management skills.
• Thorough knowledge of commercial project development.
• Ability to read blue prints and electrical diagrams and familiarity with building and electrical codes.
• Demonstrated ability to manage multi-year, complex construction projects
• Demonstrated ability to develop and lead Construction Safety and Risk Management programs.
• At least 15 years progressive commercial construction management experience in a design-build environment.
• Executive Management experience in global $500M+ companies is also required

Preferred requirements
• Masters level degree preferred.
• Engineering and business degrees preferred.

SUMMARY OF ROLE

SunPower is seeking a Site Director to manage the onsite portion of Antelope Valley Solar Park project including managing the mechanical and electrical erection sub contract(s) and final development activities. Assure the project meets revenue recognition and overall schedule and margin targets for $1++ billion EPC contract with Project Owner. Work with home office Project Director to finalize engineering and equipment delivery. Provide direct updates to SunPower executive management along with Project Director for the Utility and Power Plant Division. The Site Director reports to the Project Director, who will be responsible for managing SunPower’s on site execution of the AVSP project and for the entire project team including home office staff. The site is located in the vicinity of Lancaster (Ca).
ESSENTIAL DUTIES AND RESPONSIBILITIES (other duties may be assigned):
• To define, mobilize and manage an organization capable of delivering, economically, AVSP1 & 2 PV plants ready for operation as per scheduled and within construction budget; to develop and monitor an auditable management system, consistent with the project management system, which will ensure that all construction activities are performed efficiently and as per SP HSE policy.
• To implement the contract strategy/philosophy that has been defined during project development stage for the construction / commissioning contracts with a view of minimizing SP exposure, disputes and claims with contractors.
• To ensure all internal and external construction interfaces and to manage contract key dates to meet project milestones.
• To complete the work with due regard to the health and safety of personnel, environment and SP company rules while still meeting project key dates.
• TBC (depending upon mobilization date): To recommend to management the award of construction contracts in the best commercial/technical and HSE conditions for the company.
• To manage the activities of all site teams to ensure that all technical, contractual and cost information is properly recorded, collated and available for inspection/reference as required by law, regulations and SP company policies.
• To manage the activities of the Subcontractors including timely change order management
• To identify deficiencies and develop solutions to identified construction problems.
• To manage construction interfaces with others, i.e. engineering, other sub-projects, operations.
• To maintain contact with head office in order to obtain support/expertise when required and to provide project feedback / to propose improvement methods.
• To complete remaining development activities in conjunction with SunPower development team
• To assure project is in compliance with county, state and federal permits
• To assure project is in compliance with EPC contract and DOE loan requirements
• To Provide monthly update to SunPower management
• To manage project financials including budget forecasting, cash flow, invoicing and payments for all related site activities


RELATED EXPERIENCE AND EDUCATIONAL REQUIREMENTS

Minimum requirements –

• Engineering Graduate, Licensed Professional Engineer
• At Least 10 Years Experience as Site Manager / Director in Large Engineering Construction and Equipment Installations – Multi-million dollar projects
• Extensive knowledge in the Design, Construction, Installations, Operations and Maintenance in Semi-Conductor Industry, Oil, Gas, Chemical, PV Solar Cell, and Other Related Industrial Processes
• Posses Trainings in Engineering Design, Project Management, Project Controls, Safety and Quality Management
• Excellent in People and Organizational Development and Management
• Excellent in Project Control, Budgeting and Cost management
• Can work with minimal supervision
• Communicate effectively.
• Work in an ambiguous, fast-paced environment.
• Ability to relate well to all members of the organization.
• Well versed in Engineering/Building Codes and Regulatory Requirements

Preferred requirements
• At least 4 years BS/Engineering Degree
• Actual Experience: Site Director of Large Electrical Power Plant Construction including associated Substation and Transmission
• Certified Project Manager
