Job Description:  CH2M HILL Design-Build Construction Contract Administrator - Ft Worth, Texas
The challenge? Helping our communities stay safely on the move. Our Design-Build Construction Contract Administrator job will provide you with the opportunity grow your career with a company specializing in exciting large-scale Transportation Projects.
This position is responsible to coordinate and participate in the Fort Worth Transportation Authority's (The T) TEX Rail contract acquisitions, including the participation in the RFQ, RFP, and final Design-Build agreement. Such will be done in accordance with The T's Procurement policies and procedures, State of Texas and federal laws and regulations including the Federal Transit Administration's Circular 4220.1.F and in conjunction with the project management team members of CH2M Hill and The T. In addition to the major design-build contracting, the position will procure and administer consultant contracts, requiring coordination The T and CH2M Hill including outside and inside legal counsel. Responsible to ensure that all contract documentation including Source Selection Plans, Memorandums of Negotiations and Summaries of Procurements are produced in an accurate and effective manner and establish appropriate contract files. Responsible to establish and operate an effective contract administration function that will administer the contracts after they are executed. Such administration will include all contract compliance including cost/change order management, schedule changes, invoice review and approvals, scope control and scope modifications, contract modifications, and managing allowance conversions (if any) and contingency management.

You should have a Bachelors degree in Engineering, Procurement, Business Administration or related field; a minimum of 10 years in a contracts or procurement management position; a minimum of 5 years experience in transit related government contracting including design-build; a thorough understanding of contract terms and conditions, and cost/schedule containment strategies; an excellent communications skills; and must be able to work in a fast paced, team oriented environment that involves flexible and extended work schedule

Design-Build Construction Contract Administrators:
  • Are responsible to coordinate and participate in contract negotiations for major TEX Rail contracts including the design-build agreement and ancillary professional services in accordance qualifications-based procurement method (“Brooks Method").
  • Establish appropriate contract administration functions to administer the contracts after execution including developing contract administration procedures, training and implementation to ensure contract compliance.
  • Establish procedures and strategies to contain project costs and maintain project schedules in association with the project management team and in accordance with the terms of the contracts.
  • Ensure that all contract changes and modifications are properly documented and approved in accordance with procurement procedures and guidelines.
  • Interpret contract provisions to help resolve claims and questions submitted by contractors.
  • Receive requests, obtain estimates, update records, initiate paperwork and follows up on request for approval of work not previously covered in the contract; processes and obtains approval of contract changes.
  • Monitor compliance to contract requirements ensuring all conditions are satisfied before approval of the final invoice.
  • Initiate and/or conduct meetings with contractors concerning contractual problems as requested by Construction Project Manager.
  • Establish and update records of all correspondence related to contract activity.
  • Assist in compiling and preparing solicitation documents and source lists, including inquiry preparations, RFQs/RFPs and recommendations for award of contract .

Basic Qualifications

  • Bachelors degree in Engineering, Procurement, Business Administration or related field
  • Minimum of 10 years in a contracts or procurement management position
  • Miinimum of 5 years experience in transit related government contracting including design-build
  • Thorough understanding of contract terms and conditions, and cost/schedule containment strategies
  • Excellent communications skills
  • Must be able to work in a fast paced, team oriented environment that involves flexible and extended work schedules
