SUMMARY:
Manages the project quality program/plan for a large project with varying degrees of complexity. Manages and coordinates the project quality program/plan activities associated with the project. Maintains client liaison and communication for project quality activities.

Coordinates and network all project quality functions to better leverage resources to prevent business impacts. Integrate all project Quality and Six Sigma efforts with other EPC functional managers, Manager of Quality Assurance, as well as senior management.

Receives operational and technical guidance from a Manager of Quality Assurance or Senior Project Manager.

Supervises all quality personnel assigned to the project.

C. Contacts
Represents the project with the client, management, or regulatory agencies. Makes contact with project team members in engineering, procurement, and construction, admin services, test, operations, decommissioning, and other project personnel, and with client and staff quality personnel.

Project Quality Manager - Offshore

The Project Quality Manager position is responsible for a broad range of quality activities within OG&C.

The Project Quality Manager will lead a team of quality personnel to provide support and services to ensure implementation and compliance to Bechtel Oil Gas & Chemicals Quality Management system. The Project Quality Manager is responsible for developing the project Quality management system for Bechtel Offshore/subsea business in compliance with ISO 9001, API Specification Q1 and ISO TS 29001 to address offshore project life cycle activities from Pre-FEED through Execution and Installation that is flexible to serve small projects to major projects owned/operated by independent oil companies to major operators.

The Project Quality Manager will support and assure supply chain quality management of procured hardware i.e. Subsea (wellheads, trees, jumpers, manifold/PLET), Umbilical, Flow lines and Risers within the SURF team scope. The Project Quality Manager will interface with the following:
  • Bechtel Subsea Production System (SPS) Team through which standard subsea equipment and components will be detail engineered and procured procurement specifications developed.
  • Bechtel Flow line and Riser Team in procurement of pipe through final fabrication.
  • Bechtel Hook Up and Commissioning Team in providing documentation needed to build and support hook up and commissioning procedure.

The Project Quality Manager will be based in Houston, Texas and may be required to travel, and may be required to work at project offices, client offices, manufacturing/fabrication sites, or jobsites in the United States or internationally, to support projects as necessary.

The Project Quality Manager will interface with the client and supplier to develop project specific Quality Plan, Material Qualification Plan, Supplier Quality assessments and inspection and test plan (ITP). The Project Quality Manager will manage the coordination of quality resources to deploy them at work sites to provide necessary surveillance/witness/review of activities per ITPs.

The Project Quality Manager will be accountable to assure compliance to engineering specified requirements in the delivery of the subsea wellhead/tree/jumpers/manifold/PLET/IWOCS equipment, Flow lines, Risers and related tooling. For component/equipment accepted issue inspection certificate. Manage on time delivery of documents required by quality plan, inspection and test plan etc. as applicable.

Essential job duties include but are not limited to the following:
  • Leads quality activities of varying degrees of complexity on a project, communicating with project personnel to ensure management goals and objectives are met.
  • Lead and network all project quality functions to better leverage resources to prevent business impacts.
  • Develop Quality Management System for Offshore/Subsea project scope.
  • Energize the Quality Culture within the assigned project; Lead the Quality communication process leveraging and aligning with the Corporate Quality Culture Initiatives.
  • Responsible for generation and management of the Project Quality Plan; Assist in the development of the Project Execution Plan (PEP) and Project Procedure Manual; Provide oversight of processes, procedures, instructions, inspection and test plans, installation of systems, structures and components and compliance with drawings, specification and customer requirements.
  • Review and approve the quality assurance procedures for the equipment being manufactured by supplier(s) that are in compliance with applicable industry and client specifications. Review manufacturing drawings and generate Inspection & Test Plan (ITP). For critical components, develop appropriate qualification requirements. Review supplier manufacturing/inspection procedures to assure compliance with applicable industry and client specifications.
  • Chair the Project Quality Leadership Committee.
  • Provide input to Reliability Assurance Plan. For actions assigned from Risk Management Register, Reliability Assurance Plan or any other team activity within the project scope, develop a mitigation/action plan and execute within agreed time.
  • Own and manage the implementation of project Quality metrics; Responsible for the project corrective action system and processes; Accountable for coordinating, supporting and tracking to closure project corrective actions; Analyze quality data and metrics to ensure process health is adequate to accomplish planned and future work and process work flows were followed; Ensure that quality measures comply with regulatory standards, industry standards, and accepted best practices; Drive data driven corrective action and Six Sigma activities.
  • Participate in Design Review meetings to assure accessibility for inspection during manufacturing. Review FAT, EFAT & SIT, offshore installation, commissioning and start-up procedures to assure compliance to industry standards (product specifications and quality standards) and engineering requirements.
  • Lead the development, establishment, and enforcement of quality assurance measures and standards.
  • Conduct project audits and surveillances to measure and assure adherence to project Quality Plan, ISO 9001, and GBU requirements and established QA standards; Responsible for the project corrective action system and processes. Ensure process health is adequate to accomplish planned and future work and process work flows were followed. Ensure that quality measures comply with regulatory standards, industry standards, and accepted best practices. Accountable for coordinating, supporting and tracking to closure corrective actions; Manage/coordinate with Quality Control and Supplier Quality the project inspection and audit process; Provide assessment of the effectiveness of the implementation of the Project Quality Plan.
  • Review inspection report, identify any information adverse to quality and inquire/address them to assure successful execution of that item. Review Non Conformance Reports submitted by supplier. Interface with the responsible lead engineer and document acceptance of disposition. Assure completion of disposition and closure of NCRs
  • Cultivate and disseminate knowledge of quality assurance best practices.
  • Management of the project QA resources.
  • Coordinate Project KASE process.
  • Lead multi-function/discipline teams in the investigation of quality incidents.
  • Drive requirements management/verification process.
  • Work collaboratively with QC and Supplier Quality to validate material and equipment meets design requirements and project critical safety and performance parameters are compliant to requirements.
  • Proactively engage supplier risk and collaborate with Supplier Quality on implementation of the Product/Process Integrity Analysis (PPIA) process.
  • Approves and provides training requirements and programs for quality personnel assigned to the project.
  • Maintains client liaison and communication for project quality related activities.
  • Provides work assignments to project quality personnel.
  • Reviews quality problems, approves documented action and ensures implementation of solutions.
  • Approves and initiates stop-work action, when warranted.
  • Leads Root Cause Analysis teams to ensure proper and correct identification of the root cause of non-compliant issues.
  • Reviews quality data to recommend improvements to project processes.
  • Performs and approves performance evaluations of assigned personnel.
  • Initiates and approves the project quality staffing requirements, cost estimates, staffing forecasts, and budgets for projects.

JOB KNOWLEDGE/ BASIC QUALIFICATIONS:
  • 15+ years direct experience in overseeing the design, development, and implementation of quality standards and principles with leadership experience in a high technology EPC, Oil & Gas, Offshore Oil and Gas, defense / aerospace, nuclear or related industry encompassing activities associated with design and production of critical products, projects or services. Minimum 7 years' experience in the Offshore/Subsea industry covering Quality Management System, materials procurement and manufacturing processes involved in Offshore/Subsea equipment.
  • Bachelor or associate degree in Mechanical Engineering or Technology, Bachelor of Industrial Engineering or Technology from an accredited university or college preferred.
  • Proven track record in Quality Management System application in the Offshore/Subsea project development. Familiar with ISO 9001, API Specification Q1 and ISO TS 29001
  • Experience working in a team-oriented, collaborative environment. Must maintain outstanding interpersonal and communication skills to motivate a large employee community (note: this includes field site locations across the globe). Must have led diverse teams made up of multi-functional professionals to realize agreed upon goals and objectives. Team player - with ability to find practical solutions and make effective decisions to improve overall project delivery.
  • Familiar with industry specifications, API Spec 6A, API Spec 17D, ASME Sect IX, ASTM A370,E165, E709, A388, E94 and ASNT TC 1A. Familiar with NDE & Testing Technologies - Liquid Penetrant, Magnetic Particle, Ultrasonic, Radiograph
  • Proven data analysis, data verification, and problem-solving abilities. Experience with statistical reporting and analysis. Demonstrated ability to apply data driven decisions to execute sound business acumen.
  • Demonstrated ability to develop and lead process implementation and improvement in a team environment. Understanding of product and process quality improvement using tools such as Six Sigma
  • Effective in the leadership of audits and independent reviews.
  • Experience in the implementation of failure investigations and associated recurrence control measures.
  • Highly experienced in balancing multiple stakeholder needs and driving necessary changes to ensure project success.
  • Passionate about growing customer relationships by creating an attention-to-detail culture centered on mistake proofing critical processes and designs. Strong personal commitment to excellence in achieving project quality goals.
  • Demonstrated ability to lead through both direct control and influence management.

  • Proven demonstration of cross functional knowledge, through practical engagement, across a project's life cycle. Must have the aptitude to devise and implement change strategies.
  • Experience at construction site in a leadership or supporting position is preferred.
  • Experience presenting to senior and executive management.
  • Six Sigma yellow belt or black belt - Preferred
  • Must have experience in the application of system engineering principles and applications.
  • Business travel within United States and overseas.
  • Broad knowledge of regulatory requirements and functions which impact the quality assurance program/plan.
  • Knowledge of company policies and practices regarding personnel actions.
  • Proficiency in establishing and controlling budgets.
  • Proficiency in the use of computer and Microsoft software.

This knowledge is normally acquired through one or a combination of the following:
  • a recognized degree in an engineering or scientific discipline, or
  • specialized courses in engineering, quality, personnel administration or a specialized discipline, and
  • extensive work experience in fields of engineering, environmental, procurement, construction, testing, operations, decommissioning, or business administration

POSITION SKILLS:
  • Quality Assurance Auditor/Lead Auditor Skills - ISO 9001 Quality Program Implementation - Expert
  • ASQ Certification CQT, CQE or CQA preferred.
