Job Description:  CH2M HILL Contracts Manager, Chantilly, VA

The challenge? Be at the center of a global leader in full-service engineering, consulting, construction and operations. As a Contracts Manager for the firm you will be responsible for providing contract and, as required, subcontract administration support to CH2M HILL in the East Contract Operations Group. As the Contracts Manager you will be located in the Chantilly, Virginia Office, with travel to project assignments, (including locations outside the U.S.), to meet project needs. You should be a contracts professional with experience in contract formation/negotiation/administration, proposal preparation, pricing, reporting, analysis and compliance.

Our Contracts Managers:
  • Provide prime and subcontract contract administration in connection with prime contracts (and federal) subcontracts for construction, technical and A/E services, consulting and other contracted projects as a team member.
  • Provide proposal pricing and negotiation support and oversight to ensure all assigned federal proposals are prepared and approved in accordance the company's policies and procedures and applicable government regulations.
  • Draft/negotiate prime contract/subcontract terms and conditions, and Statements of Work.
  • Draft/negotiate strategic agreements, including nondisclosure, teaming, and joint venture operating agreements.
  • Ensure contract/subcontract compliance with all applicable contracting-related and procurement policies, procedures, regulations and laws.
  • Forge and maintain strong, functional relationships and linkages with all appropriate internal organizational entities and individuals.
  • Support the Project Managers to resolve contractual and invoice/payment issues, etc.
  • As required, maintain complete and accurate procurement files in accordance with company procurement Policies and Procedures, and manage subcontracts and purchase orders in the Oracle Purchasing database..

SPECIAL NOTES:

CH2M HILL will not sponsor a work visa (e.g. H1B, etc.,) to fill this position.

As a condition of employment with CH2M HILL, any successful job applicant will be required to pass a pre-employment background investigation, including a consumer credit report and drug test.

Basic Qualifications

  • Bachelors Degree
  • 10+ years experience in government contract administration
  • Proficiency in Microsoft Office Programs (Word, Excel, Outlook)
  • Strong background in U.S. Federal and commercial contracting/subcontracting; excellent knowledge of the FAR and DFAR.
  • Ability to travel up to 10%, including outside the US

Preferred Qualifications

In addition to the basic qualificaitons, the ideal candiate will meet the preferred qualifications:

  • JD or MBA.
  • CPCM; CFCM or CACM certifications are preferred
  • Proficiency with Oracle or SAP ; Oracle Purchasing experience is desirable
  • Possess strong knowledge of contracting, bidding, source selection, and procurement policies and regulations, and have strong verbal, written communications skills and negotiation skills.
  • Demonstrated understanding of risk management, risk assessment, and risk planning. Ability to mitigate risk using sound business judgment and corporate policies.
  • Ability to work in a field environment remote from company offices, with little to no direct supervision.
  • Ability to interpret and apply policies, directives, public laws, etc., as they pertain to assigned work.
  • Strong Federal contract management experience, including environmental remediation and construction projects is a plus. Experience with Joint Ventures and LLC formation would be an advantage.
  • Experience in a contracting environment associated with construction/environmental services.
  • Experience with environmental remediation contracting/subcontracting.
  • Experience with design/build contracting a plus.
  • International contracting/subcontracting a plus.
