Minimum Requirements: • Bachelor's degree in relevant engineering discipline (e.g., civil, environmental) • Professional Engineer registration in VA and local states (MD, DC), or ability to obtain by reciprocity • Minimum 15 years of relevant experience with minimum 5 years in a project management position • Must pass URS Project Management Certification program within 6 months of hiring • Expected to grow an existing stormwater/water resources practice • Strong track record of winning stormwater/water resource projects • Relevant experience providing services for local municipal (northern VA) governments • Experience with the following: • NPDES Phase I and Phase II MS4 compliance • Stormwater program development • TMDL and water quality studies • Chesapeake Bay TMDL • Watershed management plans • BMP/LID/Green infrastructure • Water supply/water distribution • Strong leadership and relationship building skills • Excellent oral and written communication skills required, including the ability to lead workshops and give presentations to high-level audiences • Excellent time management skills, a strong work ethic, attention to detail and most importantly, a strong desire to work on a team • Solid business development skills, including the ability to track proposals, and develop winning project proposals • Must demonstrate working knowledge of federal/state/local environmental laws and regulations • Thorough understanding of current and proposed VA stormwater regulations • Proficient in use of standard software packages including MSOffice Products including Excel, Word, and PowerPoint • Qualified applicants who are offered a position must pass a pre-employment substance abuse test Job Description: The Infrastructure and Environment Group of URS is actively seeking a creative, highly talented Water Resources Project Manager for immediate employment in our Herndon, VA office. The appropriately qualified applicant will be able to demonstrate an established experience and education in managing people and projects in water resources and stormwater management. Incumbent Responsibilities: • Lead URS project teams • Exceed client expectations and respond in a timely and flexible manner to changing needs • Develop clean understanding of project commitments, deliverables and timing • Prepare clear and accurate deliverables for clients • Interface with clients, contractors, URS managers • Leverage URS water resources practices in Virginia and coordinate with individual practitioners in the DC metro area and in key offices in the US to further grow the Water Resource practices • Cultivate new relationships and foster existing relationships with clients to win additional work for the company • Identify and capitalize on opportunities for URS to service the market through the use of an aggressive planning and marketing strategies • Identify and prioritize business opportunities and develop a capture plan for the high priority opportunities • Identify new leads, develop project proposals, win new projects, maintain client satisfaction, and win follow-on work after the completion of successful projects • Oversee staff, schedule, budget, scope, QA/QC, project-related interaction with client, etc. • Coordinate resources to ensure that the project is completed on time and within the assigned budget • Prepare proposals, tracking budget and schedules, and handling multiple concurrent projects and priorities • Train and evaluate less experienced staff • Mentor and manage staff on projects The responsibilities of this position include, but are not limited to those listed above.
