Job Description: 

· Oversight of   assigned (Bench) Contracts required to perform various professional and other services (including formal, short form, and annual contracts) to include;

·   Drafting bench contract agreements

·   Evaluation of Agreements

· Negotiation of bench contract terms

· Monitoring Execution

· Development of Non- Disclosure Agreements, Sales / Procurement Agreements, Sub-contracts, Consulting Agreements, Licensing Agreements as required.   

· Serve as the point of contact for the Contracts and Procurement Manager on contractual matters pertaining to bench contracts.

· Act as contractual “middleman” between the Program Ma and bench contract vendors, contractors, consultants and other interested parties ensuring a timely review and approval / reconciliation of contract issues and variations.

o On all standard and nonstandard contracts, provide redlined recommendations. Negotiate directly or supervise contract negotiations with interested parties to reach agreement or contract termination.

o Maintain contractual records and documentation such as receipt and control of all contract correspondence, contact information sheets, contractual changes, status reports and other documents for all projects.

o As needed, provide guidance on Bench contract matters to Program Contract Managers or other operational staff, including training to new project managers and other employees in contracting practices and procedures.

o Monitor bench contract compliance.

o Work with Risk Management Department / Finance to coordinate contractual insurance requirements.

o Work with Finance to ensure adherence to broader finance and risk requirements.

o Support Constructions and Services Delivery efforts to ensure construction and services are offered with appropriate, competitive terms and conditions

o Monitor customer satisfaction with our terms and conditions and contracting practices. Recommend changes.

o Ensure that signed bench contracts are communicated to all relevant parties to provide contract visibility and awareness, interpretation to support implementation.

o Supervise and oversee on-going contract issues   and contract change management

o Monitor bench contract transaction compliance (milestones, deliverables, invoicing etc.)

o    Ensure contract close-out, extension or renewal are consistent with good business practices.

o    Aggressively seek out and advise the Program Manager concerning best value procurement strategies.

o    Keep the Contract Manager informed of all contract issues, concerns, delays, claims and other contract issues that may be of concern to the efficient execution of the program.
