Minimum Requirements:

• Bachelor's Degree in Engineering
• 20 years practical experience in the field of estimating with a minimum of 15 years of transit related estimating experience and 12 years of management experience
• In depth knowledge of multi-discipline estimating and construction methodologies and related field operations with special emphasis on major capital construction
• Knowledge of MTA capital program and related management practices
• Knowledge of capital cost control and program/project scheduling
• Knowledge of mass transit facilities, equipment and related issues
• Excellent written, verbal and interpersonal communications skills
• Working knowledge of Microsoft Office (Word, Excel, Access, PowerPoint and Outlook)

Job Description:

This position will have full executive responsibility for project cost estimating during various phases (planning, scope development, design and construction) of MTACC mega projects. This represents a multi-billion dollar capital project needs and requires interaction with a variety of agency, State, City and Federal agencies. This position simultaneously oversees multiple design and construction contracts and estimating staff and is responsible for the cost management of large projects ranging from $1 million to $1 billion.

• Oversee and manage estimating staff of 5 multi- billion dollar projects (Fulton Center, Second Avenue Subway, East Side Access, No. 7 Line Extension and the Security Program) totaling approximately $16 billion with approximately 75 multi-million dollar contracts varying in cost from $1 million to over $1 billion
• Full executive responsibility for the coordination and decision making of all multi-discipline, multi-agency aspects of MTACC projects: Budget and Conceptual Estimating, Design Phase Estimating, Construction Change Order Estimating, Design and Engineering Cost Estimating, Design Modification Estimating, Owner Related (TA Labor, Construction Admin, etc.) Cost Estimating and Risk Analysis Estimating
• Manage various Consultant Cost Estimating teams in the preparation of Cost Estimates (cost range - $20M to $600M) from the Budget Phase to the Final Design Phase of all MTACC projects and for all disciplines including but not limited to tunneling, civil, mechanical, electrical, systems
• Oversee estimating staff responsible for estimating and negotiating all design modifications and construction change orders above $50,000
• Work with MTA agency clients to develop and refine program plans, standards and guidelines
• Meet the funding partners, utilities, oversight agencies, etc., as required to plan the project, resolve issues and provide cost information
• Establish estimating cost standards and reporting formats to ensure overall program consistency and cost quality
• Responsible for new functions and requirements as a result of FTA LPEP agreements and Risk Analysis Workshops such as contingency management and cost risk management
• Responsible for new cost estimating functions due to oversight and outside agency heightened requirements for cost management and reporting
• The responsibilities of this position include, but are not limited to those stated above
