CH2M HILL - Cost Manager Jobs - New York, New York
The challenge? Support our Water for the Future program team and construction project managers. Each day, you will be an important part of the team as you complete a variety of project control tasks. Our ideal candidate will have a Bachelor's degree along with a minimum of 15 years experience in a project controls capacity, focused on cost control, and be able to engage and work with a wide variety of people within the client, consultant and contractor organizations, and posses strong verbal and written communication skills. The Cost Manager will perform the following tasks: Cost Management System - The Cost Manager will review the current system of collecting, analyzing, and reporting cost information, and will provide recommendations and options for an improved system.
- The Cost Manager will develop, implement, and maintain the approved system.
- Assess effectiveness of implementing Earned Value Management (“EVM") based on current Bureau controls practices, and provide recommendation for changes necessary to implement EVM.
Cost Controls The Cost Manager will review monthly cost information for consultant and construction contracts supporting the WFF program: - Review Estimate at Completion (“EAC") tables for quality of data.
- Use EAC tables to assess project performance.
- Document and report identified performance issues and cost overruns; and Support development and implementation of cost mitigation plans.
- The Cost Manager will perform cost analyses and develop specialized reports at the request of the Program Controls Manager, on a period not more frequent than a monthly basis.
- The Cost Manager will be expected to provide feedback on the effectiveness of current reporting and provide recommendations for improved reporting, at the request of the Program Controls Manager.
Cost Change Management
- The Cost Manager will support management of scope changes. Specific tasks include:
- Provide oversight for identification and approval of changes in scope and maintain a system for programmatic reporting.
- Provide recommendations for further development of budget control measures.
Risk Management Integration - The Cost Manager will coordinate with the Risk Manager. Specific tasks include:
- Review construction cost estimates for incorporation of risk analysis-based contingency.
- Support the Program reporting of opportunities savings and mitigation costs associated with identified risks.
- With the Risk Manager, develop and maintain risk analysis-based budget reports.
Cost/Schedule Transition - Assess the effectiveness of maintaining separate cost and schedule control systems, and provide recommendation to the Program Controls Manager;
- Document customized procedures developed for execution of cost control responsibilities;
- Provide training to the Schedule Manager on maintenance of the cost control system; and
- Provide oversight to the Schedule Manager for a period specified by the Program Controls Manager, but not exceeding the conclusion of the transition period.
Other tasks - Ability to write or at least draft grammatically correct and contractually concise business letters is a plus.
- Able to produce quality deliverables on recurring deadlines.
Additional Information: - CH2M HILL will not sponsor an employment visa (e.g., H-1B visa, etc) to fill this position.
- Relocation will not be provided.
Basic Qualifications - BS Degree in Construction Management, Engineering, Project Management or a related field.
- 15 years minimum experience in project controls with specialty in cost management with experience on large capital projects and programs.
- Experience with project management software Primavera P3, P6 and Microsoft Project.
Preferred Qualifications - Certification from AACEI or PMI is preferred.
