Job Description:  We are seeking a Director of the Project Management Office who will also be focused on what we are calling “business architecture”. The leader will oversee a team of project managers and business analysts while executing a portfolio of projects. Architecting solutions (technical, process, cultural, people and more) that enhance business capabilities is a key component of the role. This leader must be a thought leader … a problem solver … an innovator.

MAJOR TASKS AND RESPONSIBILITIES MAY INCLUDE:

1. Responsible for building and managing the program management office for the Americas IT team.

2. Partners with IT, Americas leadership, and key stakeholders to define opportunities and create the portfolio that address the long term and short term needs of the business. Implement appropriate success metrics such as ROI, productivity, and compliance.

3. Partners with above stakeholders to develop strategic, multi-year roadmaps for key functional and technical areas.
 
4. Lead and mentor a team of project managers, business analysts that set the standard for program management excellence in our industry.

5. As Business Architect, focus on mapping technology capabilities to business challenges and capabilities.   Hands-on engagement focused on giving business a competitive advantage.

6. Work with colleagues as we evolve the “Technology as a Service” offering where IT can provide revenue-generating services to clients.  

7. Defines, develops, implements and maintains enterprise wide IT program management practices, governance processes, standards, methodologies and metrics.

8. Assist in supporting client-facing projects by ensuring the proper engagement of IT personnel and solutions from bid through delivery.
 
9. Assist in departmental budgeting and forecasting, and serve as a key contact for audit.

10. Responsible for resource management, including internal resource allocations, assignments, and external vendor management from sourcing to ongoing management.

11. Responsible for managing enterprise application suite of IT initiatives including overseeing the development of business case, project approach, scope, project plans, budgets, monitoring and reporting.

12. Ensures programs are defined, tracked and communicated in a consistent and effective manner.

13. May lead some larger scale projects but is responsible for ensuring all projects within IT programs are delivered on time, within budget and to agreed quality level.

14. Responsible for change management planning and plan execution as required by individual projects.

15. Implements risk management controls and monitors project risks.

16. Drive and facilitate process improvement initiatives on behalf of the broader AECOM global IT team.
   
KNOWLEDGE, SKILLS, ABILITIES, AND COMPETENCIES

1. Bachelor’s Degree.   Concentration in Computer Science, Business Administration, Finance or related field is preferred. Master’s Degree preferred

2. Extensive background in project and portfolio management processes, techniques, methodologies and tools
 
3. Advanced project management skills including PERT, CPM, Earned value, etc

4. Experience managing complex IT projects with budgets in excess of $2million

5. Understanding of enterprise scale business and technical architectures

6. Demonstrated financial and business process knowledge including procurement, financial back office functions, vendor management, etc.

7. Prior leadership in a global IT organization and company

8. Experience with global ERP systems, business intelligence systems, project accounting systems and/or other enterprise-class solutions.

9. Experience in planning, facilitating, and managing change

10. Excellent oral and written communication and presentation skills are mandatory. Strong executive presence.

11. Proven ability to negotiate and influence decisions at senior and executive management levels and within a matrix organization

12. PMP and/or Six Sigma certification strongly preferred

13. Ability to work in a matrixed, dual-report environment where not all resources are directly owned by you

14. Experience in delivering process improvement initiatives and experience with business capability mapping tools such as process and value stream mapping, QFD and SWOT analysis, affinity diagrams, or other related process-oriented tools

15. Experience in Agile and SCRUM development methodologies an advantage

16. Architecture, engineering and construction experience preferred.   However, relevant business experiences are also ok
