Minimum Requirements: • Bachelor's degree in a related field or equivalent work experience • Fifteen or more years of experience in the pipeline/midstream industry including engineering management of pipeline projects and/or design teams. Master's degree in related engineering discipline can substitute for up to two years of work experience. PhD degree in related engineering discipline can substitute for up to three years of experience. Or demonstrated equivalent combination of education, skills, knowledge, abilities and experience • Minimum six years of general business/administrative experience • Must have broad technical knowledge and extensive experience in execution and management of multidiscipline pipeline engineering design projects • Must have proven leadership ability, communications skills, interpersonal skills, and sound judgment • Pipeline experience in hydraulic, fluid mechanics, or pipeline engineering design operation • Working knowledge in pipeline hydraulics, route selection, construction, HDD or Boring design, metering, compression or pump selection and design • Knowledge of codes and standards for liquid and/or gas pipelines including CFR 49, Part 192 & 195, ASME 31.4 & 31.8 • Qualified applicants who are offered a position must pass a pre-employment substance abuse test Job Description: URS is actively seeking a highly talented individual to direct, manage and supervise the department(s) responsible for project management, engineering design, scheduling, estimating, procurement and construction management of new and existing pipeline facilities. The appropriately qualified applicant will be able assist in setting strategy, direction, planning, organization and reporting for the pipeline practice across URS. Responsibilities include business development activities, budgeting, revenue forecasting, staffing and contracting third-party services.
Specific responsibilities include:
• Manage external client relations • Develop design and operational standards and procedures for pipeline engineering department • Coordination of vendors and contracts for engineering design, schematics, turn-key operations • Establish project teams and provides leadership of teams across multiple offices • Coordinate with the New Orleans, Chicago and Denver offices to support the execution of projects • Implement integrated communications • Participate in business development • Leads proposal development including development of engineering scope of work, budget and schedule • Contract negotiations • Initiation of project setup in URS Accounting System • Planning/scheduling of resource requirements for project across multiple offices • Coordination of design issues with project team and facilitation of inter-discipline problem resolution. • Communication of project information with all team members in a timely manner. • Response to client requests in a timely and appropriate manner • Documentation of decisions made through all forms of communication with clients and team members. • Management of Pipeline business to ensure profitability; familiarity with Earned Value Analysis • Accountable for timely invoicing and collection of payments from clients. • Solicit new clients/projects The responsibilities of this position include, but are not limited to those stated above.
