Minimum Requirements:

• Bachelor's degree required in biology, wildlife ecology, wetland ecology, botany, biogeography or related field
• Minimum six years of relevant work experience in environmental consulting or with regulatory agencies or a Masters or PhD degree in biology or other biology-related discipline can substitute up to three years of work experience
• Knowledge of California ecosystems and the California regulatory permitting process
• Significant experience with environmental regulations including NEPA, CEQA, Section 7 of the Endangered Species Act, Section 404 of the Clean Water Act, and California Endangered Species Act
• Experience in the preparation of technical reports including NEPA/CEQA biology sections, Biological Assessments, Jurisdictional Delineations, monitoring reports, technical reports and/or memorandums
• Knowledge of USFWS, CDFW, USACE and CNPS survey protocols
• Ability to effectively communicate both verbally and in writing with team members, clients, staff, and agencies
• Strong writing skills are required
• Ability to coordinate and principally self-direct assigned field investigation tasks, and project deliverables
• Ability to lead a team in the field or in the office to complete a project or large task
• Ability to understand complex issues and regulatory pathways, inform client of range of options and assist with the cost, benefit and risk assessments
• Experience with business development, including tracking leads, development of contacts, preparation of proposals, scope of work, and budgets, etc.
• Demonstrated experience leading biology tasks or linear transportation or pipeline projects
• Experience with preparation and/or implementation of compensatory mitigation plans, mitigation monitoring plans and annual monitoring reports, is a plus
• Qualified applicants who are offered a position must pass a pre-employment substance abuse test


Job Description:

The Environmental Sciences Department of URS is actively seeking a creative, highly talented project biologist or ecologist/project manager for immediate employment in the Oakland office. The Biology Group under this Department includes over 35 biologists working on projects related to natural resource management. The environment of the Oakland URS Office is dynamic, energetic, and one where hard work is rewarded and personal obligations are respected. Project work at this office is primarily related to utilities, infrastructure, and restoration, including field surveys, restoration planning, permitting, NEPA/CEQA compliance, and project monitoring. We are seeking a dynamic individual, capable of conducting and leading projects and/or large tasks in the field and in the office; provide technical guidance; someone who works well with staff and is comfortable leading groups of junior staff; and someone that can deliver high quality technical documentation. This position requires excellent verbal communication and writing skills and the desire to assist URS in the continued growth of the biology practice. A successful candidate will utilize these skills to provide technical guidance, conduct surveys in California, prepare and/or manage technical reports, and interact with a variety of staff level biologists, senior project biologists, and Federal, State, and local agencies and clients.

The Project Biologist/Project Manager will work on exciting, complex and challenging projects with little senior guidance. They will conduct peer reviews; make technical presentations, and plan, schedule and coordinate detailed phases of the scientific work in support of major projects or small -moderate scope projects. This position requirements an interest in mentorship and development of junior staff, and the ability to generate well-written, technically sound reports requiring little report core modification (structure, general content) from senior technical personnel.
