Minimum Requirements:

Bachelor's in related field

IE Project Management or PMP Certification

Minimum of 20 years of total experience with 10 or more years in the air transportation business area

Experience managing contracts (cost, schedule and technical performance) greater than $50M

Government Contracting and risk management experience

Must have DHS/TSA experience

Experience working in the airport environment and working with security scanning/screening equipment

Demonstrated experience in developing client relationships and projects

Experience with project management software systems Microsoft Project, Excel based, etc.

Ability to work with other department at various locations, both internal and external to IE

Leadership ability, communication skills, interpersonal skills, presentation and sound judgment

Knowledge of laws, regulations, executive orders, standards and practices related to homeland security and sustainability

Requires US Citizenship

Job Description:

The successful candidate serves in a dual role as National Practice Leader for Airport Security Systems and Program Development Manager in the National Capitol Region.

He or she will provide leadership to the URS air transportation security staff located in multiple offices across the county in the development and growth of our airport security business worldwide. This includes both commercial business opportunities with airport authorities, airlines and other stakeholders as well as public sector contract opportunities with TSA and FAA.

As a senior Program Develop Manager, the successful candidate will leverage our national security systems and technology expertise expanding our service to existing clients, leading capture and managing new business opportunities, and in managing major programs. The successful candidate will serve as program manager, deputy program manager or technical lead on major contracts.

The successful candidate will be PMP certified, and possess systems engineering/analysis and technical knowledge/experience in technical domains relevant to transportation security projects such as passenger checkpoint, electronic baggage handling, air cargo, perimeter and intermodal security systems.

He/she must also be knowledgeable of Transportation Security Administration programs, have relationships with its leadership particularly within the Office of Security Capability.

The successful candidate will have demonstrated experience as a Program/Project Manager (PM) for transportation security projects with capabilities from innovative concept development through successful technology and capability transition across multiple technical domains.

This position requires strong customer focus, and active engagement to exchange ideas that challenge the status quo and seek better and more efficient ways of doing business. Serving as a trusted technical and programmatic advisor to government project managers, the candidate PM must have in-depth knowledge of the TSA missions, operational community and intermodal transportation security.

The successful candidate must have well established relationships with air transportation industry decision makers including airport executives, security equipment manufacturers, service providers and other stakeholders. The successful candidate will serve in leadership positions within Trade Associations and be an active member of the air transportation industry.

The successful candidate will develop and recruit staff with the specialized skills required to support the development and growth of the practice.

This position administratively reports to URS Operations Manager in Germantown, MD. As a practice leader within the URS Air Transportation Business Line this position also has a dotted line reporting relationship to the Business Line Leader and works closely with URS Hunt Valley, Denver and Seattle Offices as sponsors of this position.
