Job Title : Director of Quality Job Description : Establish, implement and manage an effective and ISO compliant Quality Management System (QMS). Report to the GSG Vice President for Technical Support Positions Reporting to this Function: Two internal quality auditors and quality personnel assigned to GSG contracts. Essential Duties and Responsibilities: 1. Responsible for the planning, development, implementation, and management of a comprehensive, effective CONUS and OCONUS quality assurance program using the ISO 9000 principles. The program will include, but is not limited to the following: a. Development of the Annual Audit plan for program cycle audits to include Safety and Security documentation reviews. b. Development of standardized formats for all GSG program documentation including metrics and workflows. 2. Develop, implement, review, and update the Quality Policy, Quality Manual, Quality Objectives, Operating Procedures, and supporting high-level workflows. 3. Direct and oversee the development of quality documentation such as Corporate Operating Procedures (COPs), Project Operating Procedures (POPs) and Work Instructions (WIs). 4. Develop and implement effective standard and consistent metrics and dashboards across GSG that will assist managers in providing quality products to customers. Where applicable, oversee the provision of the same to individual contracts based on SOWs. 5. Utilize quality and safety tools to provide recommendations for continuous process improvement to program managers and to GSG leadership. 6. Routinely review key performance indicators and participate in the review of corrective/preventive actions. 7. Develop and oversee implementation of quality training for GSG personnel. 8. Establish a customer satisfaction process for GSG and support customer evaluation programs. 9. Document and maintain records of the accomplishment of quality-related events. 10. Ensure compliance with applicable federal and local laws, regulations, and standards including, but not limited to DOD, DOSI, OSHA, FAA, ISO, FAR, CAS, GAGAS and ANSI. 11. Coordinate quality surveillance activities with outside agencies through the GSG VP for Technical Support. 12. Lead, manage, mentor, develop and support the GSG quality management team. Essential Knowledge, Skills and Abilities Education: 1. Baccalaureate degree or equivalent in a technical, scientific, or managerial field or equivalent experience. 2. Certification as a Program Management Professional (PMP) and / or Quality certification in one of the following disciplines: a) Certified Quality Auditor (CQA); b) Certified Quality Engineer (CQE); c) Certified Quality Manager (CQM); or d) Certification as a Six Sigma Black Belt Experience : a) At least 15 years in one or more of the following: • Quality Assurance / Quality Control • Internal Audit • ISO-9000 • Safety • Environmental Compliance b) Three years in overseas contracting environment preferred. Specialized knowledge and skills: 1. Ability to guide, direct, supervise and manage staff through the evaluation of performance, collaboration of goals and provision of feedback and guidance for personal and professional growth. 2. Ability to communicate orally and in writing to all levels of management. 3. Completion of certified/registered Internal Quality Auditor course and / or Graduate of a Quality Control Management Course. 4. Certification, training, and/or familiarity in various quality methodologies, such as the following: ISO 9000, Six Sigma, Project Management, Change Management, Baldridge Criteria, Total Quality Management, CMMI, Lean Enterprise, ISO 14001, ISO 50001, Control Self Assessments and/or Theory of Constraints. 5. Establish and manage liaison relationships within AECOM, the business community and / or other government subject matter experts to ensure that GSG has a comprehensive understanding of requirements to make strategic assessments. 6. In-depth knowledge of Continuous Process Improvement (CPI), Six Sigma and/or Lean Six Sigma control methods. 7. Investigate and implement innovative tradecraft, methods, and tools to improve strategic foresight; serve as primary Quality advocate and champion for future program / proposal endeavors; and utilize innovative techniques to pursue those opportunities. 8. In-depth knowledge of environmental regulations. 9. A high degree of knowledge of military and/or Department of State quality practices. 10. Familiarity with Government supply chain management standards. 11. Familiar with DCMA and its quality assurance program. 12. Familiar with US Army maintenance and logistics programs. 13. Knowledge of various computer applications such as Microsoft applications (i.e. Excel, Word, PowerPoint, Access) and / or data mining software and techniques. 14. Ability to communicate fluently in the English language 15. Strong analytical and problem-solving skills. 16. Strategic planner and thinker. 17. May be required to respond to a wide variety of operational circumstances, including extreme, weather conditions and rudimentary infrastructure. 18. Ability to travel CONUS and OCONUS. 19. Must possess a valid US driver’s license. 20. Must be able to obtain a US Top Secret security clearance.
