Minimum Requirements: • A Bachelor's Degree and at least 10 years of experience (or a high school diploma and at least 18 years of experience).
• Must be highly proficient with word-processing and integrated software applications.
• Excellent communication, interpersonal, organizational, and analytical skills are required.
• Preparation of information for management presentations is required.
• Government contracting experience and a military background is desired.
• This position requires an active Secret clearance or eligibility to obtain the clearance.
• Familiarity with Shipley proposal methodology.
• Familiarity with Privia and/or SharePoint a plus.
• Ability to produce schedules, templates, and other proposal documentation using MS Office, including Word, Excel, and PowerPoint.
• Ability to lead proposal teams, provide direction and vision for the end result proposal product, mentor less experienced proposal support personnel. Job Description: URS is looking for a Senior Proposal Manager to join our team. This position will be located in our Chantilly, VA location.
This position is responsible for interpreting the Request for Proposal (RFP) technical and management requirements including manning and organization; directing; reviewing the content of Technical Volume; Executive Summary; and Past Performance. This individual will apply sales, marketing, planning, and research principles theories concepts and techniques through this work.
Essential Responsibilities:
1. Assemble and organize proposal teams, all authors and support personnel, and assigns specific responsibilities.
2. Develop and manage the proposal schedule to meet all milestones.
3. Develop and coordinate win strategies with appropriate Business Area Director.
4. Assemble, organize, and manages proposal preparation teams, plans and manage all required meetings, provides training and direction, assigns specific responsibilities, monitors performance of team members, and provides corrective action as required.
5. Identify and monitors requirements/expenditures for each proposal effort.
6. Facilitate proposal strategy sessions, drives proposal schedules and proactively designs innovative presentations and proposals in keeping with the overall company image campaign.
7. Complete all proposal documents in conformance with the federal acquisition regulations (FAR).
8. Coordinate development of pricing models and subcontracting plans.
9. Coordinate and conduct management team reviews.
10. Ensure preparation of proposals that meet or exceed all RFP and customer requirements.
11. Manage the proposal budget, resources, production staff and schedule
12. Obtain training and education necessary to meet or exceed current industry standards for development and production of proposals.
13. Performs all other position related duties as assigned or requested.
