Minimum Requirements:
Bachelors degree or equivalent education and experience required with a minimum of seven years experience in HSEEP exercises, homeland security exercises/homeland security, an emergency response functional area, emergency management or related field is required, with experience in the development and conduct of multi-faceted emergency response exercises highly desirable.
Recognized as an industry expert with the ability to demonstrate program/project management experience and knowledge of managing cost, schedule, and/or technical performance of programs.
Experience with the Homeland Security Exercise and Evaluation Program (HSEEP) is desired.
Experience with the Indiana National Guard is a plus. Knowledge of US Army, Federal, State, and local training and exercise programs desired.
Working knowledge of word-processing and integrated software applications are required.
Experience with the Indiana National Guard is a plus.
Position requires the ability to obtain and maintain a Security Clearance.
Travel may be required.

Job Description
Review program implementation, exercise management, effectiveness, and results; manage the partnerships with external agencies to lead and support multiple programs, activities and exercises; plan, organize, allocate resources, and implement recommendations that may involve substantial resources and require extensive changes in established procedures; identify and respond to stakeholder's questions, programs, and concerns regarding ongoing training, exercises, programs and initiatives; work closely with leadership to develop, coordinate, implement and maintain a program to communicate to stakeholders the policies, program and directives for Homeland Security training. Recommend changes to improve communications with stakeholders and work to identify and implement best practices to enhance the efficiency and effectiveness of the Homeland Security Training Directorate.
Develop and/or maintain Homeland Security planning documents, acquisition strategies and plans, assessments of supportability, recommendations for improvement of support plans, project and acquisition related documents including requirements document, independent cost estimates, marketing research, project management plans, project schedules, and risk/mitigation analysis.
