Job Description:  Purpose: Performs compliance audit reviews of internal processes and procedures, company standard operating procedures, prime contract Performance Work Statement, and the application of Government regulatory requirements.
Positions Reporting to this Function: None
Essential Duties and Responsibilities:
1. Conducts analytical review of areas as directed by the Compliance Manager.
2. Coordinates findings with the Contracts Compliance Manager for review and analysis to ensure accurate and timely reporting of findings.
3. Reports findings to Contracts Compliance Manager prior to briefing to external entities.
4. Assesses effectiveness and efficiency of selected business processes including financial processes.
5. Examines source documents supporting selected transactions or processes, and conducts appropriate inquires of critical employees in areas subject to review.
6. Prepares flowcharts and/or process maps relative to selected business processes.
7. Analyzes data obtained for evidence of weaknesses and/or deficiencies in internal controls, duplication of effort, extravagance, fraud, or lack of compliance with laws, government regulations and/or applicable policies and procedures.
8. Conducts compliance reviews and report findings under Compliance Program Plan.
9. Performs special compliance related tasks or compliance related projects requested by the Contracts Compliance Manager, Business Management Director or Program Manager.
10. Evaluates and assesses contract performance of significant merging/consolidating functions of the Performance Work Statement (PWS) and new or changing services, processes, operations, and control processes coincident with their development, implementation, and/or expansion of the contract.
11. Prepares reports for review by the Contracts Compliance Manager and Business Management Director summarizing results of the Compliance audits and activities prior to presentation to Directors and Program Management.
12. Promotes, teaches, and presents compliance as a means for product improvement and efficiency.
13. Interacts positively with all internal and external customers.
14. Performs other duties as assigned.
Education:
a) High School diploma or equivalent required.
b) Bachelor degree required.
Experience:
a) 4 years of financial, accounting or quality assurance audit work required.
b) 2 years internal audit or quality assurance experience required.
Specialized knowledge and skills:
a) Familiarity with General Accepted Government Audit Standards (GAGAS) or certifications such as Certified Government Audit Professional (CGAP) preferred.
b) Requires a thorough understanding of Code of Business Ethics and conflicts or potential conflicts of interest internally and externally to the organization.
c) Excellent communication skills, both verbal and written.
d) Must be detail oriented with a high degree of attention to detail.
e) Advanced proficiency in the use of MS Office, including Word, Excel, Power Point and other related applications required.
f) Knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations (DFAR), Cost Accounting Standards (CAS), and related federal and state legislation and regulations.
g) Experience working with government auditors, especially Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) preferred.
h) Must be able to exercise discretion and good judgment with an ability to understand the impact of decision on the company’s financial position, operations and reputation.
i) Must be able to handle confidential company and employee information with complete discretion.
Work Environment and Physical Demands
a) Ability to perform job duties efficiently and effectively during a 77 hour work week.
b) Must be able to lift 25 Lbs. continuously, 50 Lbs intermittently.
c) Must be able to work in extreme environmental conditions including dust and high temperatures.
d) Must be able to endure long hours, exposure to weather and hazardous conditions.
