Minimum Requirements: • Masters Degree in Public Administraation or related field • Minimum 12 years of experience, of which at least five years must be in the field of emergency management and/or all hazards risk management • Plus, real world experience in the development of strategies and plans for response to all types hazards at any level of government or in private sector, as well as familiarity with current requirements, guidance and practices. • Regarded as a highly technical and trusted expert in emergency management, including knowledge of the National Response Framework, Incident Command System, National Incident Management System and National Infrastructure Protection Plan. • Qualified applicants who are offered a position must pass a pre-employment substance abuse test. Job Description: Incumbent Responsibilities: • They will develop and review site specific security plans for offices and project locations. • Plans and directs security functions under senior management direction. • Accountable for ensuring that the security programs and strategies of the organization are effectively implemented and maintained. • Manages the security operations, overall planning, directing, and organizing of programs of one or more major sites/facilities within a geographic region. • Implements the policies, procedures, and systems required for maintaining and enhancing the overall organization's security mission. • Develops and implements policies, procedures, standards, training, and methods for identifying and protecting information, personnel, property, facilities, and operations. • Through consultation with security managers, establishes long and short-term security operations objectives for the organization. • Responsible for clear, comprehensive, and cohesive investigative reports based on established procedures. • Directs the initiation of proactive facility/site assessments and surveys. • Develops and documents standards for measuring the efficiency and effectiveness of business or project security and investigative operations. • Directs, plans, and carries out the most sensitive and complex investigations, investigative support operations, and investigative staff projects. • Plans, develops and implements procedures to obtain, maintain, secure, analyze, file, and account for investigative techniques and conclusions of investigations. • Ensures that management has all necessary information for making decisions to protect the organization. • Conducts training in the areas of policy, procedures, inspection, documentation, training, and security investigation. • Plans, schedules, and conducts a wide range of complex facility and/or site • Emergency Preparedness drills which could include training drills, medical drills, fire response drills, nuclear incident monitoring drills, CQB action drills, evacuation drills, and protective action drills. • The responsibilities of this position include, but are not limited to, those listed above.
