ESSENTIAL FUNCTIONS
The Project Manager II manages and leads medium-scale, complex IT projects.  For these projects, s/he establishes project goals and success factors, develops project plans, budgets and schedules with input and buy-in from key stakeholders and team members, and leads the project teams to successfully achieve those goals in the most cost-effective and time-saving manner possible.  Throughout the project lifecycle, the Project Manager II monitors and measures project progress, conducts corrective action as necessary, communicates project status information to all stakeholders, performs risk management, issue resolution and conflict management, and controls project scope and quality.  S/he ensures coordination between multiple TNC departments, TIS units, TNC partners, vendors and volunteers.S/he obtains go/no-go decisions at all project decision points from appropriate project governance committees, and identifies and obtains approval for all project deliverables from the appropriate QA review teams.  S/he leads the cross-organizational, cross-functional project team in using TIS methodologies and processes, and ensures all TIS standards are met.

The Project Manager II contributes to the development and enhancement of IT methodologies, processes and standards, creates templates, and selects and implements project management tools.  As needed, S/he researches and incorporates industry best practices as appropriate for TIS.  S/he provides project management mentorship for project leads as requested, and works with supervisors of team members to assist in their professional development.

BASIC QUALIFICATIONS
  • Bachelor’s degree in computer science or related field and 3 years of progressive experience in an IT environment, including project management experience, or equivalent combination.
  • Experience using project management techniques and tools such as the Microsoft Office suite of products and Microsoft Project.
  • Experience managing a project team and managing scheduling and financial aspects of small medium-term projects.
  • Experience with team-building & communicating with diverse audiences such as customers, vendors, the public, and other TIS staff.

PREFERRED QUALIFICATIONS
  • Project management certification preferred.
  • Experience in multiple project management methodologies preferred.
  • Demonstrated ability to manage complex, medium scale projects in a large, decentralized organization.  Experience in a global organization preferred.
  • Critical thinker with demonstrated problem-solving skills. Results driven. 
  • Strong ability to collaborate with internal groups and outside consultants, supervise process, and maintain integrity of organizational technology standards.
  • Ability to understand and analyze TNC business processes and the use of technology by different facets of the organization.
  • Versed in industry best practices, and an ability to adapt them to TNC’s organization and culture.
  • Strong dedication to the development of customer-centric standards and solutions.
  • Ability and desire to mentor and train others to excel in project management.
