We are seeking a Contracts Manager to support our Columbia, MD office.
Responsibilities:
This position will be responsible for managing the contract and subcontract organizations of our Government Services and Threat Reduction & Security Strategic Business Units.
Ideal candidate shall possess a minimum of 8 years of progressive experience with contract and subcontract administration to the federal government as well as experience supporting proposal development. Candidate will be responsible for managing a geographically dispersed team of contract and subcontract professionals.
Candidate shall also possess working knowledge of U.S. Department of State International Traffic in Arms Regulations and Department of Commerce Export and Compliance Control Regulations. Candidate shall act as the liaison between the Company's International Business Team and operations to ensure compliance with governmental law, company and divisional policies.
Candidate shall possess knowledge of the proposal process as it relates to federal business cycles and the preparation of Requests for Proposals. Candidate will be responsible for supporting proposals, analyzing solicitation requirements, developing compliance matrices, soliciting and negotiating team member input, and coordinating and developing proposal responses. Candidate shall also be responsible for ensuring compliance with contract, RFP, governmental law, company and divisional policies on all assigned contract and proposal activity. Candidates must be able to perform risk analysis and mitigation.
Candidate must be highly proficient in Contract Administration, Subcontract Administration and Proposal Support and able to work in a team environment with a minimal amount of direct supervision. Candidate shall have demonstrated experience with resolving conflicts and providing post-award administration support. Candidate must be able to coordinate, develop and produce a wide range of contract and procurement documentation. Candidate must be able to multi-task and support concurrent requirements for multiple internal and external customers.
Candidate shall assist in the planning, development & coordination of contract, subcontract and proposal support of overall program objectives. Candidate shall serves as the point-of-contact for the program area for all contract, subcontract and proposal actions, ensuring essential communication is maintained between the program and functional areas. Will work with and advise programs on risk mitigation and strategy. Candidate shall also participate with management in continuous improvement activities that ensure compliance with Government and corporate policies and procedures.
