• Preparation of information for management presentations is required.
• Experience developing IDIQ bids desired.
• Government contracting experience and a military background is desired.
• Position may require the ability to pass and maintain a Security Clearance. Job Description: URS is looking for a Proposal Manager to join our team. This position will be located in our Norfolk, Virginia location.
The Proposal Manager will be responsible for interpreting the Request for Proposal (RFP) technical and management requirements including manning and organization; directing; reviewing the content of Executive Summary, Management/Technical Volume; Cost, Contracts, Past Performance and Orals documentation. Apply sales, marketing, planning, and research principles theories concepts and techniques.
Position will require up to 20% travel.
Essential Responsibilities:
1. Assemble and organize proposal teams, all authors and support personnel, and assigns specific responsibilities.
2. Develop and manage the proposal schedule to meet all milestones.
3. Facilitate and coordinate win strategies with appropriate Business Development, Capture and Operations personnel..
4. Assemble, organize, and manages proposal preparation teams, plans and manage all required meetings, provides training and direction, assigns specific responsibilities, monitors performance of team members, and provides corrective action as required.
5. Identify and monitors requirements/expenditures for each proposal effort.
6. Facilitate proposal strategy sessions, drives proposal schedules and proactively designs innovative presentations and proposals in keeping with the overall company image campaign.
7. Complete all proposal documents in conformance with the federal acquisition regulations (FAR).
8. Coordinate development of pricing models and subcontracting plans.
9. Coordinate and/or conduct management team reviews
10. Facilitate preparation of proposals that meet or exceed all RFP and customer requirements.
11. Manage the proposal budget, resources, production staff and schedule.
12. Obtain training and education necessary to meet or exceed current industry standards for development and production of proposals.
Perform all other position related duties as assigned or requested.
