Job Description:  The All Source (Counter Terrorism) Analyst, Quality Lead, shall be the team lead in ensuring sustained impeccable quality for all classification review products. Quality Lead ensures that all products are consistent with all requirements and guidelines supporting official public releases of DoD information equities. Quality Lead further ensures that DoD information equities are treated and prepared consistently across multiple instances of the same information within single documents, across multiple documents supporting a single proceeding, across multiple versions, i.e. for court proceedings or public release, and across multiple documents in additional cases.
 
Time to Productivity: Senior level contractor personnel work independently with minimal Government oversight. Provides thorough and completed products that may require multiple minor revisions and/or editing.
 
Security Clearance Requirements: This position requires the candidate to possess ( preferred) or be eligible to receive and maintain a TS/SCI security clearance from the Defense Industrial Security Clearance Office/Defense Security Service for the period of performance.
 
Position Responsibilities :
Security Classification Reviews:
1.   Lead personnel engaged in the r eview of classified information in support of detainee litigation processes to identify all information that is classified and the level of classification based on the classification guidance of the DoD Component Original Classification Authorities (OCAs) and Government representatives.
2.   A ssist in the preparation of classified or unclassified summaries with original classification authorities or their representatives, and attorneys involved in the detainee litigation processes.
Declassification:
1.   Lead the review of classified information for possible declassification in support of detainee litigation processes based on guidance provided by DoD Component OCAs and Government representatives.
2.   Assist in the preparation of unclassified summaries of the information that cannot be declassified with original classification authorities, their representatives, and attorneys involved in the detainee litigation processes.
Analyses and Coordination of Classification/Declassification Reviews:
1.   M ake recommendations for classification and declassification decisions on behalf of the OCA or their representatives.
2.   Coordinate classification and declassification equities with other DoD and national level agencies, Military Departments, and Combatant Commands in a fast paced interagency environment.

  • Provide guidance and assistance to staff as necessary to ensure compliance with DoD's Security Classification/Declassification Guide
 
Position Qualification Requirements :
• Bachelor or masters degree with 8+ years of counter terrorism intelligence analysis experience, or,
o    Specialized training & 10+ years intelligence analysis experience or,
o    Equivalent intelligence/academic experience.
• Credentialed subject matter expert or recognized specialist in relevant field.
 
Highly Desired Qualifications:
Experience performing security classification/declassification reviews for a variety of documents - i.e. reviewing classified information to identify all information that is classified and the level of classification based on the classification guidance of the DoD Component Original Classification Authorities (OCAs) or their Government representatives.
NOTE: E mployees may be required to travel to SOUTHCOM Headquarters in Miami, FL and/or Guantanamo Bay, Cuba. Expenses shall be consistent with the substantive provisions of the Federal Travel Regulation (FTR) and the limitation of funds specified in this task order. Costs incurred for lodging, meals, and incidentals shall be considered to be reasonable and allowable only to the extent that they do not exceed on a daily basis the maximum per diem rates in effect at the time of travel. In addition, all travel costs shall be documented via copies of the original travel receipts, to be provided with the invoice requesting payment, providing the following information: Traveler's name, date and place (city, town, or other similar designation) of the expenses, purpose of the trip, and expense incurred. All travel requires written Government approval/authorization prior to travel by the COR.
