ESSENTIAL FUNCTIONS
The Agricultural Economist supports the Mexico's Reduced Emissions from Deforestation and Forest Degradation (M-REDD+) Programgoals by serving as liaison contact between M-REDD+ and state, and municipal agencies in the Yucatan Peninsula. S/he provides advice and technical assistance to state government officials to assist in the development of strategies that promote low carbon rural developmentfor REDD+ in the Yucatan Peninsula, with emphasis on the implementation of improved agriculture and ranching practices and promotion of forest conservation. S/he will facilitate a process to define areas for improved agriculture and ranching and areas that are priorities for conservation across the Yucatan Peninsula. Additionally, s/he will facilitate the design, establishment, and implementation of a regional climate change fund that supports low-carbon development. S/he provides research, policy and economic analysis in support of M-REDD+ policy and sub-national project priorities. S/he tracks policies and decisions that are directly linked to the M-REDD+ project.

Primary responsibilities include:
  • Contribute to the establishment of M-REDD+ as a successful low-carbon rural development initiative within the Yucatan Peninsula.
  • Develop the regional/local assessments, tools, and frameworks for the design and implementation of sub-national REDD+ strategies
  • Develop the regional/local assessments, tools, and frameworks to contribute to the design and implementation of a regional Climate Change Fund
  • Support strategies to improve agricultural production throughout the Peninsula through intensification, improved zoning, and other means.
  • Maintain fluent communication with M-REDD+ team in order to incorporate advancement in relevant thematic fields within the Yucatan Peninsula, including capacity building activities, MRV methods, participation platforms such as CTC-REDD+, improving policy, capacity, finance mechanisms, and others.
  • Develop strategic partnerships and maintain relationships with relevant federal, state and municipal agencies, Non-Governmental Organizations, and private sector to advance M-REDD+ agenda
  • Negotiate complex and innovative solutions with federal, state and municipal agencies to promote low carbon rural development

 
BASIC QUALIFICATIONS
  • BA/BS degree and 5 years experience in conservation practice or equivalent combination of education and experience.
  • Experience managing complex or multiple projects, including staffing, workloads, and finances under deadlines.
  • Supervisory experience.

PREFERRED QUALIFICATIONS
  • 5-7 years experience in conservation practice or equivalent combination of education and experience.
  • Demonstrated experience influencing, developing and implementing conservation policy and plans.
  • Knowledge of current trends and practices in sustainable agricultural production, stakeholder engagement, climate finance and/or other relevant themes in the Yucatan Peninsula.
  • Experience and knowledge of climate change and REDD+.
  • Experience working on forest conservation,
  • Experience in partnership development (partners, community, government, etc.).
  • Experience presenting to and communicating with government or and/or program leadership.
  • Managing time and diverse activities under deadlines while delivering quality results.
  • Communicating clearly via written, spoken, and graphical means in Spanish and English.
  • Proven interpersonal and negotiation skills. 
  • Good written and verbal communication skills.
  • Experience with MS Office, Word, Excel and navigating the Internet.  Database management experience (if required).
  • Ability to work with partners/government agencies without violating any restrictions related to conflicts of interest, lobbying former employers, or influencing decision makers.
