The Infrastructure & Environment Division of URS is actively seeking a creative, highly talented Procurement Manager for immediate employment in the Lakewood, Colorado office. The appropriately qualified applicant will be able to demonstrate an established career in Procurement and Contracts Administration, specific to Oil and Gas projects in Midstream Facilities and Pipeline projects. Incumbent Responsibilities: • Provide advice and participate in matters pertaining to Materials, Equipment and Contract procurement, including planning, requisition, bidding and award relative to a complex engineering and construction contract. • Draft and negotiate construction and commercial contract terms. • Provide ongoing interface and advice to engineering design managers and construction managers on contractual issues. • Prepare and review contractual correspondence. • Analyze, evaluate, coordinate and participate in negotiations, and justify changes and modification contracts. • Can function as a stand-alone contract administrator providing leadership throughout the contract life for work processes, such as contract administration and contract close out. • Understand agency agreements related to procurement and contracting. • Administer and monitor project construction contracts (including making sure that contracts are on schedule and budget, managing change orders and dealing with any issues that may prevent contract from succeeding). • Track vendor performance and maintain vendor database. • Manage claims. • Interact daily with project management and engineering team. • Customize and produce a stand-alone, project-specific procurement manual. • Understand all procurement processes and relevant contracts. Ensure procurement procedures are implemented. • Anticipate potential procurement issues/risks and knowledgeable on how to deal with them so as to eliminate potential claims. • Identify risk and develop risk mitigation plans to ensure that purchase orders are successful. • Responsible for resource staffing, leading projects, coordination between engineering disciplines, participating in project planning activities, supporting cost and schedule updates, and proposal development. • The responsibilities of this position include, but are not limited to, those listed above.
